The 1914 United States Senate special election in Indiana took place on November 7, 1914. Incumbent Senator Benjamin F. Shively was re-elected to a second term in office over Hugh Thomas Miller and Albert J. Beveridge. Hugh Thomas Miller
Hugh Thomas Miller (March 21, 1867 – May 26, 1947) was a politician from the U.S. state of Indiana. Between 1905 and 1909, he served as Lieutenant Governor of Indiana. Life Hugh Miller was born in Johnson County in Indiana. In 1888, he graduated from Butler University. In the following years, until 1892, he taught French at this University. Afterwards, he studied history in Paris and Berlin. Between 1893 and 1899, he was a history professor at the Butler University and in 1899, he accepted the position of an assistant cashier at the Irwin's Bank in Columbus, Indiana. Miller joined the Republican Party and in 1902, he was elected to the Indiana House of Representatives. Two years later, he ran successfully for the office of the Lieutenant Governor of Indiana. He served in this position between 9 January 1905 and 11 January 1909, when his term ended. In this function, he was the deputy of Governor Frank Hanly and he presided over the Indiana Senate. Seventeenth Amendment To The United States Constitution
The Seventeenth Amendment (Amendment XVII) to the United States Constitution established the direct election of United States senators in each state. The amendment supersedes Article I, Section 3, Clauses 1 and2 of the Constitution, under which senators were elected by state legislatures. It also alters the procedure for filling vacancies in the Senate, allowing for state legislatures to permit their governors to make temporary appointments until a special election can be held. The amendment was proposed by the 62nd Congress in 1912 and became part of the Constitution on April 8, 1913, on ratification by three-quarters (36) of the state legislatures. Sitting senators were not affected until their existing terms expired. The transition began with two special elections in Georgia and Maryland, then in earnest with the November 1914 election; it was complete on March 4, 1919, when the senators chosen by the November 1918 election took office. The 1914 United States Senate elections, with the ratification of the Seventeenth Amendment to the United States Constitution, 17th Amendment in 1913, was the first time that all seats up for election were popularly elected instead of chosen by their state legislatures. These elections occurred in the middle of Democratic President Woodrow Wilson's first term. This would also be the first time since the passage of the 17th amendment that the president's party gained Senate seats and lost House seats, something that would be repeated by Democrats in 1962 and 2022, and by Republicans in 1970 and 2018.
