Jorge Luis Batlle Ibáñez (; ''Batlle'' locally or ; 25 October 1927 – 24 October 2016) was a Uruguayan politician and lawyer, and a member of the Colorado Party. He served as the President of Uruguay from 2000 to 2005. Dr. Jorge Batlle became Uruguayan president on 1 March 2000, after having been elected the previous year by popular vote. He was the fourth Uruguayan President belonging to the Batlle family, one of whom was his own father, Luis Batlle Berres. Tabaré Vázquez of the Broad Front received the most votes of any presidential candidate. However, former president Julio Maria Sanguinetti returned to office by virtue of the Colorados receiving the most votes of any party. Under the multi-candidate Ley de Lemas system in effect at the time, the highest-finishing candidate of the party that won the most votes was elected president. Uruguay elects on national level a head of state - the president - and a legislature. Uruguay has a stable multi-party system. The two "traditional parties" ( Colorado Party and National Party) were founded in 1836, and were predominant for over a century. The Broad Front coalition was created in 1971, including members such as the Socialist Party (founded in 1910) and the Communist Party (founded in 1920). Presidential elections The president and the vice-president are elected on one ballot for a five-year term by the people. Civic Union ( es, Unión Cívica) is a small Uruguayan political party. It was founded in 1971 by dissidents of the Christian Democratic Party (PDC) who did not want to join the Frente Amplio alliance. The party delivered a minister of defense in 1985, after parliamentary democracy was restored to Uruguay. The party participated in the 2004 presidential election.
