Clare County Council
Clare County Council ( ga, Comhairle Contae an Chláir) is the authority responsible for local government in County Clare, Ireland. As a county council, it is governed by the Local Government Act 2001. The council is responsible for housing and community, roads and transportation, urban planning and development, amenity and culture, and environment. The council has 28 elected members. Elections are held every five years and are by single transferable vote. The head of the council has the title of Cathaoirleach (Chairperson). The 1999 Irish local elections were held in all the counties, cities and towns of Ireland on Friday, 11 June 1999, on the same day as the European elections. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. Single Transferable Vote
Single transferable vote (STV) is a multi-winner electoral system in which voters cast a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternate preferences if their preferred candidate is eliminated, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach proportional representation based on votes cast in the district where it is used, so that each vote is worth about the same as another. Under STV, no one party or voting bloc can take all the seats in a district unless the number of seats in the district is very small or almost all the votes cast are cast for one party's candidates (which is seldom the case). James Breen (politician)
James Breen (born 23 May 1945) is a former Irish independent politician. He is a former Teachta Dála (TD) for the Clare constituency. He was a SIPTU shop steward in De Beers in Shannon. Originally a Fianna Fáil councillor he left the party in 2000. Breen was elected to Dáil Éireann at the 2002 general election. He joined the left wing Technical group which was set up to gain Dáil speaking time for independent, Sinn Féin and Socialist Party TDs. Breen narrowly lost his seat to Joe Carey of Fine Gael by 456 votes at the 2007 general election. At the 2009 local elections he topped the poll in the Ennis West electoral area for Clare County Council. Joe Carey
Joseph Carey (born 24 June 1975) is an Irish Fine Gael politician who has been a Teachta Dála (TD) for the Clare constituency since the 2007 general election. Early life Carey is the son of Donal Carey who was a TD and Senator. He was educated at St. Flannan's College, Ennis, and Galway Institute of Technology, Galway. Pat Breen
Patrick Breen (born 21 March 1957) is an Irish former Fine Gael politician who served as a Minister of State from 2016 to 2020. He served as a Teachta Dála (TD) for the Clare constituency from 2002 to 2020. Having been a member of Clare County Council and the Vocational Educational Committee from June 1999 to May 2002, Breen was first elected to Dáil Éireann at the 2002 general election. Madeleine Taylor-Quinn
Madeleine Taylor-Quinn (born 26 May 1951) is a former Irish Fine Gael politician who served as a Senator for the Cultural and Educational Panel from 1981 to 1982 and 1992 to 2002 and a Teachta Dála (TD) for the Clare constituency from 1981 to 1982 and 1982 to 1992. Taylor-Quinn is a native of Kilkee, County Clare.
