Virginia House Of Delegates
The Virginia House of Delegates is one of the two parts of the Virginia General Assembly, the other being the Senate of Virginia. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. The Speaker is usually a member of the majority party and, as Speaker, becomes the most powerful member of the House. The House shares legislative power with the Senate of Virginia, the upper house of the Virginia General Assembly. The House of Delegates is the modern-day successor to the Virginia House of Burgesses, which first met at Jamestown in 1619. The House is divided into Democratic and Republican caucuses. A write-in candidate is a candidate whose name does not appear on the ballot but seeks election by asking voters to cast a vote for the candidate by physically writing in the person's name on the ballot. Depending on electoral law it may be possible to win an election by winning a sufficient number of such write-in votes, which count equally as if the person was formally listed on the ballot. Writing in a name that is not already on the election ballot is considered a practice of the United States. However, some other jurisdictions have allowed this practice. In the United States, there are variations in laws governing write-in candidates, depending on the office (federal or local) and whether the election is a primary election or the general election; general practice is an empty field close by annotated to explain its purpose on the ballot if it applies. The Reform Party of the United States of America (RPUSA), generally known as the Reform Party USA or the Reform Party, is a centrist political party in the United States, founded in 1995 by Ross Perot. Perot believed Americans were disillusioned with the state of politics as being corrupt and unable to deal with vital issues. After he received 18.9 percent of the popular vote as an independent candidate in the 1992 presidential election, he founded the Reform Party and presented it as a viable alternative to Republicans and Democrats. As the Reform Party presidential nominee, Perot won 8.4 percent of the popular vote in the 1996 presidential election.
