104th United States Congress
The 104th United States Congress was a meeting of the legislative branch of the United States federal government, composed of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from January 3, 1995, to January 3, 1997, during the third and fourth years of Bill Clinton's presidency. Apportionment of seats in the House of Representatives was based on the 1990 United States census. Both chambers had Republican majorities for the first time since the 83rd Congress in 1953. Norman Mineta
Norman Yoshio Mineta ( ja, 峯田 良雄, November 12, 1931 – May 3, 2022) was an American politician. A member of the Democratic Party, Mineta served in the United States Cabinet for Presidents Bill Clinton, a Democrat, and George W. Bush, a Republican. Mineta served as the mayor of San Jose from 1971 until 1975. He was a member of the United States House of Representatives, representing California from 1975 until 1995. Mineta served as the United States Secretary of Commerce during the final months of Bill Clinton's presidency. He was the first person of East Asian descent to serve as a U.S. Cabinet secretary. As the United States Secretary of Transportation for President Bush, Mineta was the only Democratic Cabinet secretary in the Bush administration. Fowler School of Law, and a professor of economics at the George Argyros School of Business and Economics, at Chapman University, in Orange, California. Mel Reynolds
Melvin Reynolds (born January 8, 1952) is an American politician from Illinois. A member of the Democratic Party, he served in the United States House of Representatives from 1993 to 1995. He resigned in October 1995 after a jury convicted him of sexual assault charges related to sex with an underage campaign worker. Early life Reynolds and his twin brother, Marvin Jerry Reynolds, were born in Mound Bayou, Mississippi to Reverend J. J. Reynolds and Essie Mae Prather. Reynolds moved to Chicago as a child. He received an Associate of Arts from one of the City Colleges of Chicago, and graduated from the University of Illinois at Urbana-Champaign, and from Harvard University with a M.P.A. The 1992 United States House of Representatives elections coincided with the 1992 presidential election, in which Democrat Bill Clinton was elected as President, defeating Republican incumbent President George H. W. Bush. Despite this, however, the Democrats lost a net of nine seats in the House to the Republicans, in part due to redistricting following the 1990 Census. This election was the first to use districts drawn on the basis of the 1990 Census. The redrawn districts were notable for the increase in majority-minority districts, drawn as mandated by the Voting Rights Act. The 1980 Census resulted in 17 majority-black districts and 10 majority-Hispanic districts, but 32 and 19 such districts, respectively, were drawn after 1990. The congressional election in Illinois's 2nd congressional district on December 12, 1995, resulted in the entry to Congress of Jesse Jackson Jr. as a Democratic Party representative, a position he held until 2012.
