1987 Vanuatuan General Election
General elections were held in Vanuatu on 30 November 1987. Ni-Vanuatu voters were invited to elect the 46 members of an expanded national Parliament, which had previously held 39 seats. The ruling Vanua'aku Pati maintained its absolute majority, with 26 seats, while the Union of Moderate Parties obtained 19. The Vanua'aku Pati received slightly less than 50% of the popular vote, while the UMP received 40%. Walter Lini of the Vanua'aku Pati remained Prime Minister. 1983 Vanuatuan General Election
General elections were held in Vanuatu on 2 November 1983, the first since independence from France and the United Kingdom (which had governed it as a Condominium) in 1980. Single Non-transferable Voting
Single non-transferable vote or SNTV is an electoral system used to elect multiple winners. It is a generalization of first-past-the-post, applied to multi-member districts with each voter casting just one vote. Unlike FPTP, which is a single-winner system, in SNTV multiple winners are elected, typically in electoral districts; additionally, unlike FPTP, SNTV produces mixed representation and is impossible or rare for a single party to take all the seats in a city or a province, which can happen under FPTP. Unlike block voting or limited voting, where each voter casts multiple votes (multiple non-transferable vote (MNTV)), under SNTV each voter casts just one vote. This usually produces semi-proportional representation at the district level, meaning small parties, as well as large parties, have a chance to be represented. Vanuatu Labour Party
The Vanuatu Labour Party ( bi, Vanuatu Leba Pati; french: Parti Travailliste du Vanuatu) is a political party in Vanuatu. The party was established on 3 June 1987. It was founded on the initiative of various trade union organizations in order to contest the 1987 parliamentary election. The proposal to found the party was first presented by Ephraim Kalsakau, a leader of the Vanuatu Municipal Workers Union. In the 1987 polls, it presented four candidates; George Kalsakau in Port Vila, Willy Romain in Tanna, Thomas Reynold in Luganville and Kenneth Satungia of Efate. All four candidates were trade union leaders. Ephraim Kalsakau later claimed that the electoral participation was mainly intended as an awareness-raising effort, and that the party hadn't expected to win any of the seats. Ni-Vanuatu (informally abbreviated Ni-Van) is a large group of closely related Melanesian ethnic groups native to the island country of Vanuatu. As such, ''Ni-Vanuatu'' are a mixed ethnolinguistic group with a shared ethnogenesis that speak a multitude of languages. ''Ni-Vanuatu'' or ''Ni-Van'' is usually restricted to the indigenous population of Vanuatu. First-past-the-post Voting
In a first-past-the-post electoral system (FPTP or FPP), formally called single-member plurality voting (SMP) when used in single-member districts or informally choose-one voting in contrast to ranked voting, or score voting, voters cast their vote for a candidate of their choice, and the candidate who receives the most votes wins even if the top candidate gets less than 50%, which can happen when there are more than two popular candidates. As a winner-take-all method, FPTP often produces disproportional results (when electing members of an assembly, such as a parliament) in the sense that political parties do not get representation according to their share of the popular vote. 1991 Vanuatuan General Election
General elections were held in Vanuatu on 2 December 1991. Ni-Vanuatu voters were invited to elect the 46 members of the national Parliament. At the time of the elections, Walter Lini of the Vanua'aku Pati had been Prime Minister for eleven years and the country's only leader since independence in 1980. Several months before the elections, he was replaced by Donald Kalpokas as leader of the Vanua'aku Pati, and formed his own National United Party. Seven parties contested the election. The Union of Moderate Parties obtained 19 seats, the same number as during the previous election, but this time these were sufficient to place it in the lead. The Vanua'aku Pati and the National United Party obtained ten seats each, marking the VP's first electoral defeat. With no absolute majority, the Union of Moderate Parties formed a ruling coalition with the NUP.
