The 1977–78 Liga Leumit season saw Maccabi Netanya win the title, while Hakoah Ramat Gan and Hapoel Acre were relegated to Liga Artzit. David Lavi of Maccabi Netanya was the league's top scorer with 17 goals. The following season, the league was expanded to 16 clubs. Israeli Premier League
The Israeli Premier League ( he, ליגת העל, ''Ligat Ha`Al'', ), is a professional association football league which operates as the highest division of the Israeli Football League – the state's league of Israel. The league is contested by 14 clubs, and operates on a system of promotion and relegation with its second division Liga Leumit. Seasons run from August to May, with teams playing between 33 and 36 matches each, totalling 240 matches in every season. The competition formed in 1999 following the decision of the Israel Football Association to form a new league. It is also ranked 21st in the UEFA coefficients of leagues based on performances in European competitions over the last five years. Since 1932, a total of 15 clubs have been crowned champions of the Israeli Football League. The 1978–79 Liga Artzit season saw Hakoah Ramat Gan win the title and win promotion to Liga Leumit. Maccabi Ramat Amidar and Hapoel Petah Tikva were also promoted. Hapoel Marmorek, Hapoel Netanya and Hapoel Ashdod were all relegated to Liga Alef. The Betar Movement ( he, תנועת בית"ר), also spelled Beitar (), is a Revisionist Zionist youth movement founded in 1923 in Riga, Latvia, by Vladimir (Ze'ev) Jabotinsky.
