Gubernatorial elections were held in American Samoa on 8 November 1977, with a run-off between the top two candidates on 22 November. Peter Tali Coleman
Peter Tali Coleman (December 8, 1919 – April 28, 1997) was an American Samoan politician and lawyer. Coleman was the first and only person of Samoan descent to be appointed Governor of American Samoa between 1956 and 1961, and later became the territory's first and third popularly elected governor from 1978 to 1985 and 1989 to 1993, serving a total of three elected terms. In between, he had served in different administrative positions for Pacific islands. Born to an American navy officer and a native mother in American Samoa, he grew up there and in Hawaii and participated in World War II, before becoming a lawyer and then returning to American Samoa to practice law there. In 1955 he was briefly appointed by the Republican federal government as the first Attorney General of American Samoa, and then became governor in 1956. This is a list of governors, etc. of the part of the Samoan Islands (now comprising American Samoa) under United States administration since 1900. From 1900 to 1978 governors were appointed by the Federal government of the United States. Since that time they have been elected for 4-year terms by the people of American Samoa. History When the Department of the Interior sent four governors in a three year period, local Samoans began advocating for choosing their own governors. In the late 1940s, a Navy Governor, as well as an Interior Governor, had expressed their beliefs that High Orator Chief Tuiasosopo would be a suitable governor. In 1956, President Dwight D. Eisenhower appointed Peter Tali Coleman as Governor of American Samoa, the first person of Samoan descent to occupy that role. Tufele Faatoia Liamatua, also spelled Tufele Li'amatua, (September 1940 – October 13, 2011) was an American Samoan politician, businessman and paramount chief. He served as the first elected lieutenant governor of American Samoa under former Governor Peter Tali Coleman from 1978 to 1985. The chiefly title of ''Tufele'' before Liamatua's name was bestowed on him by the village of Fitiuta in the Manu'a Islands. He was a paramount chief. American Samoa's At-large Congressional District
American Samoa's at-large congressional district encompasses the entire U.S. territorial region of American Samoa. The territory does not have a voting member of Congress but does elect a delegate who can participate in debates and vote in committees of which they are a member. Amata Coleman Radewagen is the current delegate of the islands. From 1970 to 1978, American Samoa elected an unofficial delegate-at-large in four-year terms to lobby for formal admission to the House of Representatives; they were A. U. Fofō Iosefa Fiti Sunia
Fofó Iosefa Fiti Sunia (born March 13, 1937) was the first non-voting Delegate from American Samoa to the United States House of Representatives. He was born in Fagasā, Pago Pago, and attended the University of Hawaii. Sunia was the administrative officer for the Samoan affairs-liaison functions for the Governor of American Samoa, and served as a translator and interpreter and an election commissioner from 1961 to 1966. He founded the ''Samoan News'' newspaper in 1964 and became director of tourism for the Government of American Samoa in 1966, serving until 1970. Sunia was elected a territorial Senator in 1970 and was a member of the legislature until 1978. He also formerly served as president and chairman of the American Samoan Development Corporation. Elections In American Samoa
The American Samoan Legislature or Fono has two chambers, the House of Representatives and the Senate, which has a directly elected head of government, the Governor of American Samoa. The House of Representatives has 21 members, all elected for a two-year term. Fourteen of them are from single-seat districts, six are from dual-seat districts, and one is elected by a public meeting on Swain Island. The Senate has 18 members, elected for a four-year term by and from the chiefs of the islands. The Governor and their deputy, the Lieutenant Governor, are elected to a four-year term with a limit of two terms as governor. Although individuals can and do affiliate with political parties, elections are held on a non-partisan basis, and candidates run without party labels. The governor and lieutenant governor are elected on a shared ticket.
