Åland ( fi, Ahvenanmaa: ; ; ) is an Federacy, autonomous and Demilitarized zone, demilitarised region of Finland since 1920 by a decision of the League of Nations. It is the smallest region of Finland by area and population, with a size of 1,580 km2, and a population of 30,129, constituting 0.51% of its land area and 0.54% of its population. The Lagting, or ''Lagtinget'', is the parliament of Åland, an autonomous, demilitarised and unilingually Swedish-speaking territory of Finland. The Lagting has 30 seats, which makes for approximately one seat per 700 voters in 2022. Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. Apparentment
Apparentment is the name given to the system, sometimes provided for in elections conducted according to the party-list proportional representation system, which allows parties to specify electoral alliances. The system has been used in Switzerland since 1919 and is now used in Israel. Under list proportional representation, seats are awarded for each quota of votes obtained. Any votes excess to the quota are lost. Under apparentment, parties combine their vote excess, which may yield an additional full quota and candidate elected. For example, if there are 100 seats in the legislature, the quota per seat will be around 1%. If two parties poll 1.4 and 1.3 quotas respectively, they will probably only win one seat each if their votes are counted separately (assuming there is no further threshold, such as Germany's 5% barrier) but if they can combine their votes, they will have 2.7 quotas in total and a good chance of winning 3 seats overall. The Åland Centre ( sv, Åländska Centern) is an Nordic agrarian parties, agrarian-centrist List of political parties in Åland, political party on the Åland Islands. The Åland Social Democrats ( sv, Ålands Socialdemokrater) is a social-democratic political party on the Åland Islands. In the 2019 parliamentary election, the party won 9.1% of the popular vote and 3 out of 30 seats, a loss of two.
