1971 Hungarian Parliamentary Election
Parliamentary elections were held in Hungary on 25 April 1971.Dieter Nohlen & Philip Stöver (2010) ''Elections in Europe: A data handbook'', p. 899. The Hungarian Socialist Workers' Party was the only party to contest the elections, and won 224 of the 352 seats, with the remaining 128 going to independents selected by the party. All prospective candidates had to accept the program of the Patriotic People's Front, which was dominated by the HSWP. National Assembly (Hungary)
The National Assembly ( hu, Országgyűlés, lit=Country Assembly) is the parliament of Hungary. The unicameral body consists of 199 (386 between 1990 and 2014) members elected to 4-year terms. Election of members is done using a semi-proportional representation: a mixed-member majoritarian representation with partial compensation via transfer votes and mixed single vote; involving single-member districts and one list vote; parties must win at least 5% of the popular vote in order to gain list seats assembly. The Assembly includes 25 standing committees to debate and report on introduced bills and to supervise the activities of the ministers. The Constitutional Court of Hungary has the right to challenge legislation on the grounds of constitutionality. The assembly has met in the Hungarian Parliament Building in Budapest since 1902. János Kádár
János József Kádár (; ; 26 May 1912 – 6 July 1989), born János József Czermanik, was a Hungarian communist leader and the General Secretary of the Hungarian Socialist Workers' Party, a position he held for 32 years. Declining health led to his retirement in 1988, and he died in 1989 after being hospitalized for pneumonia. Kádár was born in Fiume in poverty to a single mother. After living in the countryside for some years, Kádár and his mother moved to Budapest. He joined the Party of Communists in Hungary's youth organization, KIMSZ, and went on to become a prominent figure in the pre-1939 Communist Party, eventually becoming First Secretary. As a leader, he would dissolve the party and reorganize it as the Peace Party, but the new party failed to win much popular support. Hungarian Socialist Workers' Party
The Hungarian Socialist Workers' Party ( hu, Magyar Szocialista Munkáspárt, MSZMP) was the ruling Marxist–Leninist party of the Hungarian People's Republic between 1956 and 1989. It was organised from elements of the Hungarian Working People's Party during the Hungarian Revolution of 1956, with János Kádár as general secretary. The party also controlled its armed forces, the Hungarian People's Army. Like all other Eastern Bloc parties, the MSZMP was organized on the basis of democratic centralism, a principle conceived by Vladimir Lenin that entails democratic and open discussion of issues within the party followed by the requirement of total unity in upholding the agreed policies. Elections in Hungary are held at two levels: general elections to elect the members of the National Assembly and local elections to elect local authorities. European Parliament elections are also held every 5 years. National Assembly elections Following a reform in 2012, general elections are now conducted under a one-round, two-ballot system. The total number of seats has been reduced and regional lists have been eliminated. The number of single-member seats has increased from 45.56% of the total to 53.3%. The first ballot is to choose MPs for 106 single-member districts using first-past-the-post. The remaining 93 party-list national seats are allocated based on the sum of second ballot list votes and wasted votes from the first ballot. Wasted votes are votes that were cast for unsuccessful candidates or surplus votes for winning candidates.
