A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, election or appointment to a prohibited dual mandate, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. The House of Representatives is the lower house of the bicameral Parliament of Australia, the upper house being the Senate. Its composition and powers are established in Chapter I of the Constitution of Australia. The Division of Chisholm is an Australian Electoral Division in Victoria located in the eastern suburbs of Melbourne. The division was created in 1949 and is named after Caroline Chisholm, a social worker and promoter of women's immigration. The Division's current MP is Carina Garland of the Australian Labor Party. The constituency is considered a key marginal constituency targeted by both Labor and the Liberal Party of Australia. Wilfrid Kent Hughes
Sir Wilfrid Selwyn "Bill" Kent Hughes (12 June 1895 – 31 July 1970) was an Australian army officer and politician who had a long career in both state and federal politics, most notably as a minister in the Menzies Government. He also had a longstanding involvement with the Olympic movement, as both an athlete and organiser. Kent Hughes was born in Melbourne to an upper middle-class family. He won a Rhodes Scholarship in 1914, but postponed his studies to join the Australian Imperial Force. He entered Christ Church, Oxford, in 1919, and combined his studies with his sporting career, representing Australia in hurdling at the 1920 Summer Olympics. Kent Hughes returned home in 1923 and began working at his father's publishing company. He was elected to the Victorian Legislative Assembly in 1927, representing the Nationalist Party. Tony Staley
Anthony Allan Staley (born 15 May 1939) is an Australian politician. A member of the Liberal Party of Australia, Liberal Party, he held the Victorian seat of Division of Chisholm, Chisholm from 1970 to 1980 and served as Department of the Capital Territory, Minister for the Capital Territory (1976–1977) and Postal and Telecommunications Department, Minister for Posts and Telecommunications (1977–1980) in the Fraser government. He later served as national president of the Liberal Party from 1993 to 1999. Early life Staley was born on 15 May 1939 in Horsham, Victoria. He was educated at Scotch College, Melbourne. He completed the degree of Bachelor of Laws at the University of Melbourne. Psephos: Adam Carr's Electoral Archive is an online archive of election statistics, and claims to be the world's largest online resource of such information. Psephos is maintained by Dr Adam Carr, of Melbourne, Australia, a historian and former aide to Australian MP Michael Danby and Senator David Feeney. It includes detailed statistics for presidential and legislative elections from 182 countries, with at least some statistics for every country that has what Carr considers to be genuine national elections. Francis Xavier Costigan, , (14 January 1931 – 13 April 2009) was an Australian lawyer, Royal Commissioner and social justice activist. Costigan is renowned for presiding over the Costigan Commission into organised crime. Background and early life One of eight children, Costigan grew up in Preston, a suburb of Melbourne and was educated by the Jesuits at St Patrick's College, East Melbourne, and at the University of Melbourne, where he obtained a law degree.
