1963 British Virgin Islands General Election
General elections were held in the British Virgin Islands on 28 November 1963 for seats on the Legislative Council of the British Virgin Islands. For the general election the Territory was divided into five districts, the largest of which (the 2nd District - Road Town) would have two members. All seats were contested. The Supervisor of Elections was Ralph T. O'Neal. Results At the time candidates were not affiliated with political parties. Notable candidates elected for the first time included future Leader of the Opposition, Q.W. Osborne, and future Minister, Terrance B. Lettsome. The 1963 election essentially served as a prelude to the introduction of Ministerial government in the next election in 1967. The three most prominent politicians elected, Lavity Stoutt, Q.W. Isaac Glanville Fonseca
Isaac Glanville Fonseca was one of the early political figures in the British Virgin Islands around the time of the restoration of democracy in 1950. Fonseca was one of the community leaders who participated in the " march of 1949" and later went on to become one of the longest serving legislators in the British Virgin Islands, winning a total of six general elections before retiring from politics. Elections In The British Virgin Islands
Elections in the British Virgin Islands are conducted to elect members to the House of Assembly (formerly named the Legislative Council). In the British Virgin Islands elections are not conducted in relation to appointments to either the Executive or Judicial branches of Government, and there are no other publicly elected posts in the British Virgin Islands. Most elections are conducted as general elections, which under the Constitution are required to be held every four years, or as by-elections when a member of the House of Assembly dies or steps down. Since the re-introduction of democracy into the British Virgin Islands in 1950 there have been fifteen general elections, and three recorded by-elections. Howard Reynold Penn OBE (1903–1994), more commonly known simply as H.R. Penn, was a politician who served during the years immediately after the reintroduction of democracy in the British Virgin Islands in 1950. He was elected as a member of First Legislative Council and continued to serve until his defeat in the 1963 general election. Hamilton Lavity Stoutt
Hamilton Lavity Stoutt (7 March 1929 – 14 May 1995) was a British Virgin Islander politician and the first and longest serving Chief Minister of the British Virgin Islands. He won five general elections (1967, 1979, 1986, 1991 and 1995) and serving three non-consecutive terms of office from 1967 to 1971, again from 1979 to 1983 and again from 1986 until his death in 1995. Biography Early life Stoutt was born on 7 March 1929 in Long Bay, Tortola. He was the eighth child of Isaiah and Iallia Stoutt. He married Hilda E. Stoutt in 1956 and had three sons and three daughters. He was a staunch Methodist, and served as both a Sunday school superintendent and a lay preacher. Career Stoutt served as a parliamentarian in the Legislative Council from 1957 until 1967 prior to the adoption of the 1967 constitution, and at the time of his death was thought to be the longest serving Parliamentarian in the Caribbean. Legislative Council Of The British Virgin Islands
The House of Assembly of the British Virgin Islands, until 2007 known as the Legislative Council, has 15 members: 13 directly elected for four-year terms (nine in single-seat constituencies and four "at large"), and two ''ex officio'' members (the Attorney General and a Speaker chosen from outside the house). Sittings of the House of Assembly are divided into " terms" with each term following from a general election. The House of Assembly is presently sitting its fourth term, but the first term of the House of Assembly followed the 15th term of the old Legislative Council. Accordingly, in aggregate the legislature is sitting its 19th term since the restoration of democracy in the Territory. Each term has a series of "sittings". Qwominer William Osborne
Dr Qwominer William Osborne, OBE (usually referred to as Q.W. Osborne or William Osborne) was a British Virgin Islander politician and physician. His political career started in the 1963 general election, when he was elected to the seat for the 5th District. Prior to 1967 elections to the Legislative Council of the British Virgin Islands were on a non-party basis, and legislators who were elected governed collectively. However, the 1967 general election introduced party politics into the British Virgin Islands, and Osborne founded and became leader of the VI Democratic Party. Ultimately that party would come second in the election to the BVI United Party led by Lavity Stoutt. Osborne thereby became the first ever Leader of the Opposition in the British Virgin Islands.
