1949 Lower Hutt Mayoral By-election
The 1949 Lower Hutt mayoral by-election was held to elect a successor to Ernst Peterson Hay who resigned as Mayor of Lower Hutt upon his appointment as a judge of the Supreme Court. The polling was conducted using the standard first-past-the-post electoral method. Background Mayor Ernst Peterson Hay had been appointed as a Judge of the Supreme Court of New Zealand and after joining the judiciary he resigned as mayor on 20 January 1949 triggering a by-election. The 1944 Lower Hutt mayoral election was part of the New Zealand local elections held that same year. The elections were held for the role of Mayor of Lower Hutt plus other local government positions including twelve city councillors, also elected triennially. The polling was conducted using the standard first-past-the-post electoral method. Background The incumbent Mayor, Jack Andrews, sought re-election for a sixth term. Andrews was opposed by Labour Party candidate Percy Dowse, a councillor between 1935 and 1938, who had challenged Andrews in 1938. ''The Hutt News'' is a community newspaper circulated in Lower Hutt, New Zealand. It is one of the earliest and longest running community newspapers in the country. History The paper was established in 1927 by Walter Harold Smith, a retired farmer. Smith felt Lower Hutt should have its own paper as its population was approaching that of neighbouring Petone (which had managed to sustain a newspaper since 1887). It was first issued in April 1927 via the patronage of the local Businessmen's Association. Prior to this the residents had access to the ''The Wellington Independent'', ''New Zealand Gazette and Wellington Spectator'' and ''Petone Chronicle''. The next year Smith was joined by brothers James and William Kerr of the ''Petone Chronicle''. They formed the Hutt Printing and Publishing Company to produce the paper. Eric Francis Rothwell (31 December 1901 – 17 January 1991) was a New Zealand lawyer and politician who was Chief Judge of the High Court of Western Samoa from 1957 to 1960. Biography Early life Rothwell was born on 31 December 1901 in Gisborne, New Zealand, to Reverend Benjamin and Henrietta Rothwell. He was educated at Marlborough High School and Nelson College, before attending the University of Otago where he graduated with a Bachelor of Laws degree. He married Ada Kitty Mitchell in 1929, with whom he had one son and one daughter. Legal career In 1927, Rothwell started his own legal office in High Street, Lower Hutt, as a sole practitioner. He gradually took on partners, initially John Stanhope Reid in the 1930s, then Keith Gibson joined in 1945 to become Rothwell, Reid & Gibson. It was founded in 1865 by Dublin-born printer, newspaper manager and leader-writer Henry Blundell, who brought his large family to New Zealand in 1863. William Gregory (mayor)
William Cooper Gregory (1895 – 23 October 1970) was a New Zealand politician who was the Mayor of Lower Hutt from 1949 to 1950. Biography He was born in County Wicklow, Ireland and served three years in France during World War I. After the war he emigrated to New Zealand where he had several vocations after arriving in farming, the timber trade and auctioneering. He later became the director of a building and farming supplies company before being employed as the managing director of Montgomery's Furnishings Store in Levin. He moved to Lower Hutt in 1930 and stated his own real estate business; W Gregory & Co Ltd. In 1941 he married Anne Dunlop. He was elected a member of the Lower Hutt Borough Council on a Citizens' Association ticket from 1938 to 1949.
