1916 Hong Kong Sanitary Board Election
The 1916 Hong Kong Sanitary Board election was held on 18 February 1916 for an elected seat in the Sanitary Board of Hong Kong. The election was held for the two of the elected seats in the board due to the resignation of Dr. G. H. L. Fitzwilliams who resigned in January. There were eight spoilt papers and only 323 of the Jury List of between 1,100 and 1,200 votes. Dr. F. M. G. Ozorio returned to the office by large majority over Dr. H. G. Filomeno Maria Garcia Ozorio
Filomeno Maria Graca Ozorio, M.B., B.S., L.M.S. (7 March 1892 – 13 February 1937) was a Hong Kong Portuguese doctor and member of the Sanitary Board. Biography Ozorio was born in Hong Kong on 7 March 1892 and graduated from the St. Joseph's College, Hong Kong in 1907. He attended to the Hong Kong College of Medicine, where he studied under Dr. Gibson and Dr. Francis Clark. He gained his Licentiate in Medicine and Surgery in 1912 at the age of 20 just before the Hong Kong College of Medicine was merged in the Medical Faculty of the University of Hong Kong. In the following two years, he gained his Bachelor of Medicine and Bachelor of Science degrees and was admitted to become a medical practitioner in Hong Kong. Ozorio served three times on the Sanitary Board. He was first elected in the Sanitary Board election in February 1916. Gerard Hall Lloyd Fitzwilliams
Dr. Gerard Hall Lloyd Fitzwilliams, M.D., Ch.B., F.R.C.S., EDIN. (1882 – 8 April 1968) was a British physician worked in Hong Kong and a spy in Russia. Early career Dr. Fitzwilliams was born in around Llandyfriog, Cardiganshire, Wales in 1882 to the son of Charles Home Lloyd Fitzwilliams and Margaret Alice Crawford. He graduated from the Edinburgh University with the Bachelor of Medicine and Surgery and Doctor of Medicine in 1903 and 1904 respectively. He was the Fellow of the Royal College of Surgeons of Edinburgh. He later took an postgraduate course in hygiene and sanitation at the London School of Tropical Medicine, specialised in conditions in warm and tropical climates in the guidance of Professor Simpson who was sent to the Inquiry Commission in Hong Kong on the Public Health and Regulations Ordinance in 1906. Urban Council Of Hong Kong
The Urban Council (UrbCo) was a municipal council in Hong Kong responsible for municipal services on Hong Kong Island and in Kowloon (including New Kowloon). These services were provided by the council's executive arm, the Urban Services Department. Later, the equivalent body for the New Territories was the Regional Council. The council was founded as the Sanitary Board in 1883. It was renamed the Urban Council when new legislation was passed in 1936 expanding its mandate. In 1973 the council was reorganised under non-government control and became financially autonomous.
