1853 Philadelphia Mayoral Election
The 1853 Philadelphia mayoral election saw the reelection of Charles Gilpin to a fourth consecutive term. This would ultimately be the last mayoral election before Philadelphia's county-city consolidation. It would also be the last held for a single-year term as Philadelphia mayor. Electoral system Beginning in 1839, the city operated under a mixed electoral system. Citizens voted for mayor in a general election. If a candidate receive a majority of the vote, they would be elected mayor. However, if no candidate received a majority, the City Council would select a mayor from the top-two finishers. The 1854 Philadelphia mayoral election saw the election of Robert T. Conrad. This was the first mayoral election since Philadelphia's county-city consolidation. Charles Gilpin (mayor)
Charles Gilpin (November 17, 1809 - October 29, 1891) was an American attorney and politician. He served as the mayor of Philadelphia from 1851 to 1854 and was the last mayor of the city before the consolidation of Philadelphia. Early life Gilpin was born on November 17, 1809 in Wilmington, Delaware to Edward and Lydia (Grubb) Gilpin. His father Edward was a merchant whose family immigrated to the United States in the 1600s. He studied at the Germantown Academy and read law under the tutelage of Joseph Ingersoll. Gilpin was admitted to the bar in 1834 and practiced law in Philadelphia. Political career Gilpin won a seat on the Common Council, the lower house of the Philadelphia City Council, and to the Select Council in 1840. He ran for mayor in 1849 as a member of the Whig party; but lost by a 65-vote margin to Joel Jones. In 1850, he ran again and defeated Jones by 2,329 votes. Act Of Consolidation, 1854
The Act of Consolidation, more formally known as the act of February 2, 1854 (P.L. 21, No. 16), is legislation of the Pennsylvania General Assembly that created the consolidated City and County of Philadelphia, expanding the city's territory to the entirety of Philadelphia County and dissolving the other municipal authorities in the county. The law was enacted by the General Assembly and approved February 2, 1854, by Governor William Bigler. This act consolidated all remaining townships, districts, and boroughs within the County of Philadelphia, dissolving their governmental structures and bringing all municipal authority within the county under the auspices of the Philadelphia government. Additionally, any unincorporated areas were included in the consolidation. The consolidation was drafted to help combat lawlessness that the many local governments could not handle separately and to bring in much-needed tax revenue for the State. The 1839 Philadelphia mayoral election saw John Swift return to office for a seventh overall non-consecutive term. This was the first Philadelphia mayoral election in which members of the general public were able to vote. Prior to this, the City Council solely elected mayors of Philadelphia. The Philadelphia City Council, the legislative body of Philadelphia, Pennsylvania, consists of ten members elected by district and seven members elected at-large.
