New Hampshire elected its members August 26, 1822. New Hampshire law required a candidate to receive votes from a majority of voters for election, that is 1/12 of votes. Only five candidates received the requisite majority, and so a May 11, 1823 run-off election was held for the sixth seat. General Ticket
The general ticket, also known as party block voting (PBV) or ticket voting, is a type of block voting in which voters opt for a party, or a team's set list of candidates, and the highest-polling party/team becomes the winner. Unless specifically altered, this electoral system (''at-large'' voting) results in the victorious political party receiving ''100%'' of the seats. Rarely used today, the general ticket is usually applied in more than one multi-member district, which theoretically allows regionally strong minority parties to win some seats, but the strongest party nationally still typically wins with a landslide. This systems is largely seen as outdated and undemocratic due to its extreme majoritarian results, and has mostly been replaced by party-list proportional (allowing fair representation to all parties) or first-past-the-post voting (allowing voters to vote for individual candidates in single-member districts). Nathaniel Upham
Nathaniel Upham (June 9, 1774 – July 10, 1829) was an American politician and a United States representative from New Hampshire. Early life Upham was born in Deerfield in the Province of New Hampshire on June 9, 1774, pursued classical studies and attended the Phillips Exeter Academy in Exeter in 1793. He engaged in mercantile pursuits at Gilmanton in 1794, at Deerfield in 1796, at Portsmouth in 1801, and at Rochester in 1802 and afterward. Career Upham was a member of the New Hampshire House of Representatives 1807–1809. He was a governor’s counselor in 1811 and 1812 and was elected as a Democratic-Republican to the Fifteenth Congress and reelected to the Sixteenth and Seventeenth Congresses (March 4, 1817 – March 3, 1823). He declined to be a candidate for renomination in 1822. After leaving Congress, he returned to Rochester, and became interested in educational work. Josiah Butler (December 4, 1779 – October 27, 1854) was an American politician and a United States House of Representatives, United States Representative from New Hampshire. Early life Born in Pelham, New Hampshire, Pelham, New Hampshire, Butler attended the Pinkerton Academy, Londonderry and Atkinson Academy, Atkinson academies and was instructed by private tutors. He graduated from Harvard University in 1803, and taught school in Virginia for three years. He then studied law with Clifton Claggett of Amherst and Governor Cabot of Virginia and was admission to the bar in the United States, admitted to the bar of Virginia in 1807. Arthur Livermore
Arthur Livermore (July 29, 1766 – July 1, 1853) was an American politician and attorney who served as a United States representative from New Hampshire. Early life and education Born in Londonderry in the Province of New Hampshire, Livermore received classical instruction from his parents and also studied law. Later, he was admitted to the bar and commenced practice in Concord in 1792 and then moved to Chester the following year. Career Livermore was a member of the New Hampshire House of Representatives in 1794 and 1795 and the solicitor for Rockingham County 1796-1798. After moving to Holderness in 1798, he became an associate justice of the superior court from 1798 to 1809 and chief justice from 1809 to 1813. He served as a presidential elector on the Federalist ticket in 1800 and as an associate justice of the New Hampshire Supreme Court from 1813 to 1816.
