Vermont lost one seat in reapportionment following the 1820 United States census. For the 1822 election, Vermont switched back to using a single at-large district. This would be the last year that Vermont would use an at-large district until 1932, when its representation was reduced to a single seat. Vermont elected its members September 3, 1822. Phineas White
Phineas White (October 30, 1770July 6, 1847) was an American lawyer and politician. He served as United States Representative from Vermont. Biography White was born in South Hadley in the Province of Massachusetts Bay to Deacon Enoch White and Esther Stevens. He graduated from Dartmouth College in Hanover, New Hampshire in 1797. He studied law with Charles Marsh of Woodstock, Vermont and Judge Samuel Porter of Dummerston, Vermont. He was admitted to the bar in 1800 and commenced practice in Pomfret. White married Elizabeth Stevens on July 5, 1801. He was Register of Probate for Windsor County from 1800 to 1809, postmaster of Putney from 1802 to 1809 and county attorney in 1813. In 1820, Vermont returned to using districts. This would be the only election in which the would be used. Vermont elected its members September 5, 1820. A majority was required for election, which was not met in the 2nd or 3rd district, requiring additional ballots to achieve a majority. The 2nd district required 7 ballots. The 3rd district required two additional ballots. The additional ballots were held December 11, 1820, and February 19, May 1, July 2, September 4, and October 22, 1821. Heman Allen (February 23, 1779April 7, 1852) was an American lawyer, politician and ambassador from Colchester, Vermont. He served as a U.S. Representative and as America's first United States Minister Plenipotentiary to Chile. Biography Allen was born in Poultney, Vermont Republic on February 23, 1779, the son of Heber Allen (1743-1782) and Sarah (Owen) Allen (1748-1787). He attended the common schools, and graduated from Dartmouth College in 1795. He studied law and was admitted to the bar in 1801. He began the practice of law in Colchester, Vermont. He was town clerk of Colchester from 1807 until 1817. He served as Sheriff of Chittenden County from 1808 until 1810, when he was succeeded by Heman Lowry. Horace Everett (July 17, 1779 – January 30, 1851) was an American politician. He served as a United States representative from Vermont. Biography Everett was born in Foxboro, Massachusetts. His father was John Everett; his mother was Melatiah (Metcalf) Ware. In 1797 he graduated from Brown University in Providence, Rhode Island. He studied law and was admitted to the bar in 1801. He began the practice of law in Windsor, Vermont. He served as State's Attorney for Windsor County, Vermont, from 1813 until 1818. He was a member of the Vermont House of Representatives in 1819, 1820, 1822, 1824, and again in 1834. He was a delegate to the State constitutional convention in 1828. Orsamus Cook Merrill (June 18, 1775April 12, 1865) was a U.S. Representative from Vermont. Early life Merrill was born in Farmington in the Connecticut Colony to James and Jerusha Seymour Merrill. He completed his preparatory studies in Farmington, and moved to Bennington, Vermont in 1791 where he was an apprentice to a printer. He was an editor or publisher of several newspapers, including the ''"Vermont Gazette"'' and the ''"Tablet of the Times"'' in Bennington, and the ''"Berkshire Gazette"'' in Pittsfield, Massachusetts. He later studied law, was admitted to the bar in 1805, and practiced in Bennington. From 1809 to 1812 he was Postmaster of Bennington. Elias Keyes
Elias Keyes (April 14, 1758July 9, 1844) was an American politician and judge. He served as a U.S. Representative from Vermont. Biography Keyes was born in Ashford in the Connecticut Colony. He attended the common schools and later read law. Keyes enlisted in the Continental Army during the American Revolution, and rose to the rank of sergeant major. In 1780 he moved to Barnard, Vermont. In 1785, he accepted an offer of 400 acres for whoever constructed the first gristmill and sawmill in Stockbridge, Vermont, and he was one of the town's first settlers. Keyes served in the Vermont House of Representatives from 1793 until 1796, 1798 until 1802, 1818, 1820 and 1823 until 1825.
