16th Seanad
This is a list of the members of the 16th Seanad Éireann, the upper house of the Oireachtas (legislature) of Ireland. These Senators were elected or appointed in 1982, after the February 1982 general election and served until the close of poll for the 17th Seanad in 1983. Composition of the 16th Seanad There are a total of 60 seats in the Seanad. 43 Senators are elected by the Vocational panels, 6 elected by the Universities and 11 are nominated by the Taoiseach. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. It has been located, since its establishment, in Leinster House. Fine Gael (, ; English: "Family (or Tribe) of the Irish") is a liberal-conservative and Christian-democratic political party in Ireland. Fine Gael is currently the third-largest party in the Republic of Ireland in terms of members of Dáil Éireann and largest in terms of Irish members of the European Parliament. Dick Dowling
Richard Dowling (born 12 December 1938) is an Irish former Fine Gael politician who served as a Teachta Dála (TD) for the Carlow–Kilkenny constituency from 1982 to 1987. He also served as a Senator for the Labour Panel from May to November 1982. Dowling stood unsuccessfully as a Fine Gael candidate for Dáil Éireann in the Carlow–Kilkenny constituency at the 1981 and February 1982 general elections, and after his second defeat he was elected to the 16th Seanad as a senator for the Labour Panel. He won a Dáil seat on his third attempt at the November 1982 general election, but served only one term. In selecting candidates before the 1987 general election the local Fine Gael party preferred Phil Hogan to Dowling, and despite their later offer to add him to the ticket, he then refused to stand. Monica Barnes
Monica Barnes (; 12 February 1936 – 2 May 2018) was an Irish Fine Gael politician who served as a Teachta Dála (TD) for the Dún Laoghaire (Dáil constituency), Dún Laoghaire constituency from 1982 to 1992 and 1997 to 2002. She was a Seanad Éireann, Senator for the Labour Panel from February 1982 to November 1982 and a Member of the Council of State (Ireland), Council of State from 1991 to 1995. Madeleine Taylor-Quinn
Madeleine Taylor-Quinn (born 26 May 1951) is a former Irish Fine Gael politician who served as a Senator for the Cultural and Educational Panel from 1981 to 1982 and 1992 to 2002 and a Teachta Dála (TD) for the Clare constituency from 1981 to 1982 and 1982 to 1992. Taylor-Quinn is a native of Kilkee, County Clare. She was educated at the Convent of Mercy Secondary School in Kilrush, and at University College Galway, graduating with a Bachelor of Arts (BA), Bachelor of Education (H.Dip.Ed), and Bachelor of Laws (LLB). Bernard J. Durkan (born 26 March 1945) is an Irish Fine Gael politician who has been a Teachta Dála (TD) for the Kildare North constituency since 1997, and previously from 1982 to 1997 and 1981 to 1982 for the Kildare constituency. Tras Honan (; born 4 January 1930) is a former Irish Fianna Fáil politician from Ennis in County Clare who served as a senator for 15 years. She was elected to the position of Cathaoirleach (Chair of Seanad Éireann) on two occasions, becoming the first and only woman elected to the position.
