16th New York State Legislature
The 16th New York State Legislature, consisting of the New York State Senate and the New York State Assembly, met from November 6, 1792, to March 12, 1793, during the sixteenth year of George Clinton's governorship, in New York City. Background Under the provisions of the New York Constitution of 1777, the State Senators were elected on general tickets in the senatorial districts, and were then divided into four classes. Six senators each drew lots for a term of 1, 2, 3 or 4 years and, beginning at the election in April 1778, every year six Senate seats came up for election to a four-year term. Assemblymen were elected countywide on general tickets to a one-year term, the whole assembly being renewed annually. In March 1786, the Legislature enacted that future Legislatures meet on the first Tuesday of January of each year unless called earlier by the governor. Congress Of The Confederation
The Congress of the Confederation, or the Confederation Congress, formally referred to as the United States in Congress Assembled, was the governing body of the United States of America during the Confederation period, March 1, 1781 – March 4, 1789. A unicameral body with legislative and executive function, it was composed of delegates appointed by the legislatures of the several states. Each state delegation had one vote. It was preceded by the Second Continental Congress (1775–1781) and was created by the Articles of Confederation and Perpetual Union in 1781. The Congress continued to refer itself as the Continental Congress throughout its eight-year history, although modern historians separate it from the two earlier congresses, which operated under slightly different rules and procedures until the later part of American Revolutionary War.
