1033 Program
The Law Enforcement Support Office (LESO) is a division of DLA Disposition Services, a subordinate command of the Defense Logistics Agency (DLA) in the United States. LESO is responsible for operating the 1033 Program or LESO Program, which transfers excess military equipment to non-military law enforcement agencies. The program legally requires the Department of Defense (DOD) to make various items of equipment available to local law enforcement. The modern program arose during the H. W. Bush administration, in Section 1208 of the National Defense Authorization Act for Fiscal Years 1990 and 1991, which allowed surplus DOD equipment, weapons, and tactical vehicles to be transferred to law enforcement for use in drug enforcement. During the Clinton administration, usage was expanded into other areas, including counter-terrorism. Mine-Resistant Ambush Protected (MRAP; ) is a term for United States Armed Forces, United States military light tactical vehicles produced as part of the MRAP program that are designed specifically to withstand improvised explosive device (IED) attacks and ambushes.
