İkinci Şıxlı (also, Ikindzhi-Shikhly, Shikhly, Shykhly Vtoryye, and Vtoryye Shikhly) is a village and municipality in the Qazakh Rayon of Azerbaijan next to the Azerbaijan–Georgia border. Qazakh Rayon
Qazax District (; ) is one of the 66 districts of Azerbaijan. Located in the northwest of the country, it belongs to the Gazakh-Tovuz Economic Region. The district borders the district of Aghstafa, and the Tavush Province of Armenia. Its capital and largest city is Gazakh. As of 2020, the district had a population of 98,400. It has two exclaves inside Armenia, which include the villages of Yukhari Askipara, Barkhudarly, Sofulu. Javad Bey Shikhlinski
Javad bey Mammad agha oghlu Shikhlinski (; January 3, 1874 – 1959) was an officer of the Tsarist army, a major general of the Azerbaijan Republic Army, and the commander of the Ardabil garrison in the Qajar army. He participated in World War I and was awarded various degrees of the Orders of Saint Anna, Saint Stanislaus, and Saint Vladimir. During the Azerbaijan Republic period, he participated in battles as part of the Caucasian Islamic Army and was the commander of the First Infantry Division. Ismayil Shykhly (; March 22, 1919 – July 26, 1995), also known by his birth name Ismayil Shikhlinsky Gahraman oglu (), was an Azerbaijani writer. Early years Shykhly was born on March 22, 1919, in Ikinji Shykhly village of Qazakh Rayon of Azerbaijan. He studied in Kosalar village. In 1934, he enrolled in Qakhazh Pedagogical School. He was impressed by Samad Vurgun's poem "Yadıma düşdü" (''I recollected'') during his speech at Alexandr Pushkin's 100th anniversary celebrated in Qazakh. The same year, Shykhly entered Baku State Pedagogical Institute. During his years in college, influenced by Vurgun's writing and Ashig folk art, he wrote many poems. His first poem "Quşlar" (''Birds'') was published in Ədəbiyyat qəzeti newspaper in 1938. He was a teacher by profession and wrote a number of books on ancient and national traditions. Kazim Agha Salik
Kazim agha Salik (Azerbaijan: Kazım ağa Salik; 1781 in İkinci Şıxlı, Kazakh sultanate – 1842 in İkinci Şıxlı, KGeorgia Governorate, Russian Empire) was an Azerbaijani poet, brother of Mustafa agha Arif and member of Shikhlinskis noble family. His brother Mustafa agha Arif was the last sultan of Kazakh sultanate. Mehdi Ali oglu Huseynov – famed under the pseudonym Mehdi Huseyn (; 17 April 1909 – 10 March 1965) was an Azerbaijani and Soviet writer and critic, laureate of the State Stalin Prize of the third degree (1950) and member of the All-Union Communist Party since 1941. Education Huseyn was born on April 4, 1909, in İkinci Şıxlı village of Azerbaijan, into a family of a People's teacher. At seven years old he attended a village school, that taught in Russian. In 1920, he entered a pedagogical technical school and the following year went to Komsomol.
