Óscar Tulio Lizcano
Óscar Tulio Lizcano (born June 28, 1947, Cartago, Valle del Cauca, Colombia) is a Colombian conservative politician and a member of the Colombia Conservative Party who was a congressman for the Department of Caldas (a position now taken by his son). On August 5, 2000, while serving as congressman, Lizcano was kidnapped in Riosucio, Caldas, by the Revolutionary Armed Forces of Colombia (FARC) guerrilla group and held for 8 years. On October 23, 2008, he escaped captivity with the help of one of his jailers who decided to desert due to the immense pressure inflicted by the Colombian army on the rebel group. According to correspondence sent by Lizcano he was continuously moved through different guerrilla camps in the Caldas countryside and was suffering from malaria.Educaweb: Oscar Tu ...

The Chamber of Representatives (Spanish: ''Cámara de Representantes'') is the lower house of the Congress of Colombia. It has 172 members elected to four-year terms. Electoral system According to the Colombian Constitution, the Chamber of Representatives, currently composed of 166 representatives serving four-year terms, is elected in territorial constituencies, special constituencies and an international constituency. The Departments of Colombia, departments (and the capital district of Bogotá, Bogotá D.C.) each form territorial electoral constituencies (''circunscripciones territoriales''). Each constituency has at least two members, and one more for every 365,000 inhabitants or fraction greater than 182,500 over and above the initial 365,000. For the legislative term 2014-2018, 161 of the Chamber's 166 members were elected in territorial constituencies.
