Æneas Mackay
Aeneas, Baron Mackay (29 November 1838 – 13 November 1909) was a Dutch Anti-Revolutionary politician who served as Prime Minister of the Netherlands from 1888 to 1891. Born into a noble family from Gelderland, he studied law in Utrecht and worked as lawyer and a judge. He was elected into the House of Representatives in 1876, and retained his seat for twelve years before his premiership. In his cabinet, he served as minister of the Interior and minister of Colonial Affairs. After another thirteen years in the House, he became a member of the Council of State, receiving the honorary title Minister of State. Early life Mackay was born in Nijmegen on 29 November 1839, into a noble family of Scottish origin. His parents were Johan François Hendrik Jacob Ernestus Mackay, a member of the States of Gelderland and the brother of the 10th Lord Reay, and his wife Margaretha Clara Françoise van Lynden. Excellency is an honorific style given to certain high-level officers of a sovereign state, officials of an international organization, or members of an aristocracy. The Minister of State ( nl, Minister van Staat) is an honorary title in the Netherlands. The title is formally granted together with the style Excellency, by the Monarch, but on the initiative of the cabinet of the Netherlands. It is given on a personal basis, for life rather than for a specified period. The title is granted for exceptional merits, generally to senior politicians at the end of their party career. Ministers of state are often former cabinet members or party leaders. Ministers of State advise the Sovereign in delicate situations, with moral authority but without formal competence. Senate (Netherlands)
The Senate ( or simply ' , literally "First Chamber of the States General", or sometimes ' ) is the upper house of the States General, the legislature of the Netherlands. Its 75 members are elected on lists by the members of the twelve States-Provincial and four electoral colleges for the Senate every four years, within three months of the provincial elections. All provinces and colleges have different electoral weight depending on their population. Members of the Senate tend to be veteran or part-time politicians at the national level, often having other roles. The school struggle (Dutch: ''de schoolstrijd'') is a historical conflict in the Netherlands between 1848 and 1917 over the equalization of public financing for religious schools. French period The struggle began during the French occupation of the Low countries. In 1795 the French introduced the separation of church and state. Due to this, education became a matter of the state. Prior to this, the Dutch Reformed Church had most power over education for centuries. The French did not forbid Christian schools, but they needed permission of the government, which was not given in all cases. Funding of Christian schools was out of the question. A formateur (French for "someone who forms, who constitutes") is a politician who is appointed to lead the formation of a coalition government, after either a general election or the collapse of a previous government. The role of the formateur is especially important in the politics of Belgium, the Netherlands, Luxembourg, Italy, Israel and the Czech Republic. These countries have a parliamentary system, where the executive is elected by the legislature. They also use proportional representation for elections to parliament, and have a multiparty system that makes it improbable for one party to win an outright majority.
