Chieu Hoi
The Chiêu Hồi program (; also spelled "chiu hoi" or "chu-hoi" in American documents; loosely translated as "Open Arms" or "Return") was an initiative launched in early 1963 by the United States and South Vietnam to encourage defection by the People's Army of Vietnam (PAVN) and Viet Cong (VC) and their supporters to the side of South Vietnam during the Vietnam War.
