Politics of Qatar

The political system of Qatar is officially a constitutional , but scholars and observers consider the monarchical regime to be "authoritarian", "autocratic and absolutist", an "absolute monarchy" or even a "total autocracy". The emir holds all executive and legislative authority, as well as controlling the judiciary.

The emir act as head of state, chief executive and commander-in-chief of the armed forces, while the prime minister, appointed by the emir, acts as the head of government. Under the Constitution of Qatar, the Shura Council, which is appointed by the emir, has a limited ability to reject legislation and dismiss ministers. The first and last election for the Assembly was held in 2021, though the emir still appointed one third of its members. Political parties remained banned. In 2024 future elections were abolished.
