Implementation framework and CRA
In July 1991, the President of India sought an advisory from the Supreme Court on the tribunal's interim order; the court upheld the award, and the central government gazetted it on 1 December 1991. IN 1998, under the Inter-State River Water Disputes Act, 1956, the central government notified the Cauvery River Authority (CRA) and the Cauvery Monitoring Committee (CMC) to implement the interim award. The CRA was chaired by the Prime Minister and included the Chief Ministers of the riparian states as members.
