The community was named after Peter Winkelman, a local cattleman.

The racial makeup of the town was 62.1% White, 0.2% Black or African American, 36.1% from other races, and 1.6% from two or more races. About 74.7% of the population were Hispanic or Latino of any race. Of the 160 households, 30.6% had children under 18 living with them, 46.9% were married couples living together, 15.6% had a female householder with no husband present, and 29.4% were not families; 26.3% of households were one person and 11.9% were one person 65 or older. The average household size was 2.77 and the average family size was 3.35. The age distribution was 29.3% under 18, 9.9% from 18 to 24, 21.2% from 25 to 44, 25.1% from 45 to 64, and 14.4% 65 or older. The median age was 37 years. For every 100 females, there were 95.2 males. For every 100 females age 18 and over, there were 92.0 males. The median household income was $25,455 and the median family income was $38,250. Males had a median income of $34,583 versus $17,250 for females. The per capita income for the town was $10,506.
