Čepreganov was born on September 20, 1955, in the town of

. He defended there his master's degree in 1989 and his doctorate in 1993. Between 1995 and 2000 Čepreganov taught History of the Balkan peoples under the „Study abroad at UKIM“ program. From 1998 he was a member of the Institute of National History in Skopje, and between 2001 and 2012 its president.
