The district consists of the provincial capital city of Dumaguete, the cities of Bais, Negros Oriental, Bais and Tanjay, and adjacent municipalities of Amlan, Mabinay, Pamplona, Negros Oriental, Pamplona, San Jose, Negros Oriental, San Jose and Sibulan. It is currently represented in the 19th Congress of the Philippines, 19th Congress by Manuel "Chiquiting" Sagarbarria of the Nationalist People's Coalition (NPC).
