Early life and education

O'Leary was born on January 22, 1863, in Manhasset, Long Island, New York. He attended and later taught in the public schools. He was graduated from the law school of

in 1890. O`Leary was admitted to the bar the same year and commenced practice in

He was assistant corporation counsel of New York City in 1905 and 1906 and commissioner of
