Career

From 1992, Cao served as an assistant engineer and engineer at the Telecommunications Transmission Research Institute of the Ministry of Posts and Telecommunications. In 1995, she was appointed as the deputy director of the Wireless Department. Half a month later, she was promoted to the position of deputy director of the Telecommunications Transmission Research Institute, becoming the youngest deputy director in the history of the institute.
