On January 18, 1993, Henri Grenet, president of the Bayonne-Anglet-Biarritz District, and Eli Galdos, deputy general of the Gipuzkoa Provincial Council, signed a cross-border cooperation agreement that would be the germ of the Basque Eurocity.Genesis
