When referring to Administrative divisions of China#Township level (4th), political divisions of China, town is the standard English translation of the Chinese (traditional: ; zh, p=zhèn , w=chen4). The Constitution of the People's Republic of China classifies towns as fourth-level administrative units, along with, for example, Townships of China, townships ( zh, s=乡 , p=xiāng). A township is typically smaller in population and more remote than a town. Similar to higher-level administrative units, the borders of a town would typically include an urban core (a small town with the population on the order of 10,000 people), as well as a rural area with some Villages of China, villages ( zh, labels=no, s=村 , p=cūn, or zh, labels=no, s=庄 , p=zhuāng). The administrative divisions of China have consisted of several levels since 1412, due to mainland China's large population and geographical area. In the People's Republic of China, the constitution provides for three levels of government. However in practice, there are five levels of local government; the provincial (province, autonomous region, municipality, and special administrative region), prefecture, county, township, and village. Since the 17th century, provincial boundaries in mainland China have remained largely static. Major changes since then have been the reorganization of provinces in the northeast after the establishment of the People's Republic of China in 1949 and the formation of autonomous regions, based on Soviet ethnic policies. The Constitution of the People's Republic of China is the supreme law of the People's Republic of China (PRC). In September 1949, the first plenary session of the Chinese People's Political Consultative Conference adopted the Common Program, which acted as the temporary constitution after the PRC's foundation. On September 20, 1954, the first constitution was adopted by the first session of the 1st National People's Congress. The constitution went through two major revisions in 1975 and 1978. The current constitution was adopted by the 5th National People's Congress on December 4, 1982, with five subsequent revisions. The current constitution consists of 4 chapters and 143 articles. Townships Of China
Townships ( zh, s=乡, labels=no), formally township-level divisions ( zh, s=乡级行政区, labels=no), are the basic level (fourth-level administrative units) of political divisions in the People's Republic of China. They are similar to municipalities and communes in other countries and in turn may contain village committees and villages. In 1995 there were 29,648 townships and 17,570 towns (a total of 47,218 township-level divisions) in China which included the territories held by the Republic of China and claimed by the PRC. Much like other levels of government in mainland China, the township's governance is divided between the Communist Party Township Secretary, and the " county magistrate" ( zh, s=乡长, hp=xiāngzhǎng, links=no). Villages (), formally village-level divisions () in China, serve as a fundamental organizational unit for its rural population (census, mail system). Basic local divisions like neighborhoods and communities are not informal, but have defined boundaries and designated heads (one per area). In 2000, China's densely populated villages (>100 persons/square km) had a population greater than 500 million and covered more than 2 million square kilometers, or more than 20% of China's total area. A county-level city () is a County-level divisions of China, county-level administrative division of the China, People's Republic of China. Tongshan County, Hubei
Tongshan () is a county of Xianning City, in the southeastern part of Hubei province, People's Republic of China, bordering Jiangxi to the south. The county is located along Hubei's mountainous south-eastern border with Jiangxi. Its best known tourist attraction is the Jiugong Mountain National Park (), located in the Jiugong Range, south of Jiugongshan Town. The county is roughly coterminous with the upper part of the basin of the Fushui River, which flows eastward, into the neighboring Yangxin County, where it discharges into the Yangtze. A fairly large Fushui Reservoir (''Fushui Shuiku'') is formed on this river and its tributaries within Tongshan County by a dam that's actually built in Yangxin County, a bit downstream of the county line.
