Institutional Abuse
Institutional abuse is the maltreatment of a person (often children or older adults) from a system of power. This can range from acts similar to home-based child abuse, such as neglect, physical and sexual abuse, and hunger, to the effects of assistance programs working below acceptable service standards, or relying on harsh or unfair ways to modify behavior. Institutional abuse occurs within emergency care facilities such as foster homes, group homes, kinship care homes, and pre-adoptive homes. Children who are placed in this type of out of home care are typically in the custody of the state. The maltreatment is usually caused by an employee of the facility. Kids For Cash Scandal
The kids for cash scandal centered on judicial kickbacks to two judges at the Luzerne County Court of Common Pleas in Wilkes-Barre, Pennsylvania, US. In 2008, judges Michael Conahan and Mark Ciavarella were convicted of accepting money in return for imposing harsh adjudications on juveniles to increase occupancy at a private prison operated by PA Child Care. Ciavarella disposed thousands of children to extended stays in youth centers for offenses as trivial as mocking an assistant principal on Myspace or trespassing in a vacant building. After a judge rejected an initial plea agreement in 2009, a federal grand jury returned a 48-count indictment. In 2010, Conahan pleaded guilty to one count of racketeering conspiracy and was sentenced to 17.5 years in federal prison. Ciavarella opted to go to trial the following year. PA Child Care
PA Child Care is a juvenile detention center in Pittston Township, Pennsylvania. It was opened in February 2003. It has a sister company, Western PA Child Care, in Butler County, Pennsylvania. Treatment at both facilities is provided by Mid Atlantic Youth Services, and both were involved in the kids for cash scandal in 2008. Gregory Zappala took sole ownership of the company when he purchased co-owner Robert Powell's share in June 2008. Western PA Child Care PA Child Care's sister facility, Western PA Child Care, houses 99 beds in Allegheny Township, Butler County. It was opened in 2005. The company has been criticized for its costs, which ranged as high as $315 per child per day. Butler County paid Western PA Child Care about $800,000 in payments between 2005 and 2008. Home Children
Home Children was the child migration scheme founded in Canada by Maria Rye and Annie MacPherson in 1869 and then supported by both governments, under which more than 100,000 children were sent from the United Kingdom to Canada, Australia, New Zealand, Zimbabwe and South Africa. The programme was largely discontinued in Canada in the 1930s but not entirely terminated in Australia until the 1970s. Later research, beginning in the 1980s, exposed abuse and hardships of the relocated children. Australia apologised in 2009 for its involvement in the scheme. In February 2010, UK Prime Minister Gordon Brown made a formal apology to the families of children who suffered. Haut De La Garenne
The Jersey Accommodation and Activity Centre is a building just north of Gorey in the parish of Saint Martin, Jersey, in the Channel Islands. It was formerly known as the Industrial School, the Jersey Home for Boys, and Haut de la Garenne. Its previous uses have included being an industrial school, a children's home, a military signal station, a television filming location, and a youth hostel. Forgotten Australians
Forgotten Australians or care leavers are terms referring to the estimated 500,000 children (a figure that includes child migrants and Indigenous Australians) who experienced care in institutions or outside a home setting in Australia during the 20th century. The Australian Senate committee used the term in the title of its report which resulted from its 2003–2004 "Inquiry into Children in Institutional Care", which looked primarily at those affected children who were not covered by the 1997 '' Bringing Them Home'' report, which focused on Aboriginal children, and the 2001 report ''Lost Innocents: Righting the Record'' which reported on an inquiry into child migrants. In late 2012, it emerged that Jimmy Savile, a British media personality who had died the previous year, had sexually abused hundreds of people throughout his life, mostly children but some as old as 75, and mostly female.
