Zoé Laboy
Zoé Laboy Alvarado (born September 17, 1964) is an American attorney and public servant. Laboy served as Secretary of the Department of Corrections and Rehabilitation from 1997 to 2000. in 2016 she was elected to become a senator with the New Progressive Party (PNP) where she was the leader of the liberal wing of the party. On August 21, 2019, she was appointed as Governor Wanda Vázquez Garced's Chief of Staff. In December 2019, she endorsed former Vice president and presumptive Democratic nominee Joe Biden and has served as co-chair on his 2020 presidential campaign "Puerto Rico for Biden Leadership Committee". The High Intensity Drug Trafficking Area (HIDTA) program is a drug-prohibition enforcement program run by the Executive Office of the President, United States Office of National Drug Control Policy. It was established in 1990 after the Anti-Drug Abuse Act of 1988 was passed. The HIDTA program was made permanent through Title III of the Office of National Drug Control Policy Reauthorization Act of 2006. Pedro Juan Rosselló González (; born April 5, 1944) is a Puerto Rican physician and politician who served as the governor of Puerto Rico from 1993 to 2001. He was President of the New Progressive Party from 1991 to 1999 and 2003 to 2008, and served as Senator for the District of Arecibo from 2005 to 2008. His son, Ricardo, was also Governor of Puerto Rico from 2017 to 2019. In 1988 Rosselló ran for Resident Commissioner of Puerto Rico, but lost to Jaime Fuster in the 1988 elections. Metropolitan Detention Center, Guaynabo
The Metropolitan Detention Center, Guaynabo (MDC Guaynabo) is a United States federal prison facility in Guaynabo, Puerto Rico which holds male and female inmates of all security levels who are awaiting trial or sentencing. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. MDC Guaynabo is located next to Fort Buchanan U.S. Army base, and is west of San Juan, the capital of Puerto Rico. In the wake of the destruction of Hurricane Maria in September 2017, some 1200 federal prisoners were transferred from Guaynabo to the Federal Correctional Institution, Yazoo City in Mississippi.
