Delegate (United States Congress)
Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. Non-voting members may vote in a House committee of which they are a member and introduce legislation. There are currently six non-voting members: a delegate representing the District of Columbia, a resident commissioner representing Puerto Rico, as well as one delegate for each of the other four permanently inhabited U.S. territories: American Samoa, Guam, the Northern Mariana Islands and the U.S. Virgin Islands. Obadiah Benton McFadden
Obadiah Benton McFadden (November 18, 1815 – June 25, 1875) was an American attorney and politician in the Pacific Northwest. He was the 8th justice of the Oregon Supreme Court, temporarily serving on the court to replace Matthew Deady. A Pennsylvania native, he later was a legislator in the Washington Territory, and he served in Congress representing that territory. Selucius Garfielde
Selucius Garfielde (December 8, 1822 – April 13, 1883) was an American lawyer and politician who was a Delegate to the United States House of Representatives from the Territory of Washington for two terms, serving from 1869 to 1873. Early life Garfielde was born in Shoreham, Vermont, on December 8, 1822. At some point in his life, Garfielde moved to Gallipolis, Ohio, and then to Paris, Kentucky. Sources say his relocation occurred "in early life", although whether this means in early childhood or in his late teens is unclear. He was educated in the public schools (where is unclear), and then graduated with a bachelor's degree from Augusta College. To earn money, he taught in public schools both before and after college. Garfielde became a reporter in Kentucky, and in 1849 was elected to the Kentucky Constitutional Convention as a delegate from Fleming County. Alvan Flanders
Alvan Flanders (August 2, 1825 – March 14, 1894) was an American businessman and politician who served as the 8th governor of Washington Territory from 1869 to 1870. A member of the Republican, he previously served as the U.S. representative for Washington Territory's at-large congressional district from 1867 to 1869. Biography Born in Hopkinton, New Hampshire, Flanders attended the public schools in New Hampshire, and learned the machinist trade in Boston. He married Nancy Acorn on June 14, 1848. Later he married Elizabeth M. Smith on December 7, 1855. He had one son, Eddie. Career Flanders moved to Humboldt County, California, in 1851, and there engaged in the lumber business until 1858. He moved to San Francisco. He was one of the founders and proprietors of the "San Francisco Daily Times". He served as member of the California State Assembly in 1861.
