Washington's 45th Legislative District
Washington's 45th legislative district is one of 49 electoral districts in Washington (state), Washington state for representation in the Washington State Legislature, state legislature. It extends from Kirkland, Washington, Kirkland on the west, Duvall, Washington, Duvall on the east, and Sammamish, Washington, Sammamish on the south. The district's legislators are state senator Manka Dhingra and state representatives Roger Goodman (politician), Roger Goodman (position 1) and Larry Springer (position 2), all Democrats. On November 7, 2017, there was 2017 Washington's 45th state senate district special election, a special election to fill Washington State Senate, the district's state senate seat. Independent Parker Harris was eliminated in the top-two primary, and then Democrat Manka Dhingra defeated Republican Jinyoung Englund by 11 points. The Washington State Redistricting Commission is a decennial body charged with redrawing congressional and legislative districts in the state of Washington after each census. On November 8, 1983, Washington state passed the 74th amendment to its constitution via Senate Joint Resolution 103 to permanently establish the Redistricting Commission. Earlier that year the first commission redrew the state's congressional map after the previous one drawn by the legislature was ruled unconstitutional. Manka Dhingra
Manka Dhingra (born 1973 or 1974) is an Indian-born American attorney and politician who is a Washington State senator. A member of the Democratic Party, she was elected to represent the 45th legislative district, on Seattle's Eastside in King County, during a 2017 special election. Dhingra is the first Sikh elected to any state legislature in the United States. Dhingra, an Indian immigrant, founded the woman's advocacy organization API Chaya in 1996, and later worked under several elected officials at the state level. She joined the King County Prosecuting Attorney's office in 2000 and led the department's expanding mental health and veterans courts. Roger Elliot Goodman (born 1961) is an American lawyer and politician serving as a Democratic member of the Washington House of Representatives, representing the 45th district since 2007. Goodman won re-election in 2012 against Republican Joel Hussey. Goodman has been described by the Seattle Times as "progressive." 2017 Washington's 45th State Senate District Special Election
A special election was held on November 7, 2017, to fill the vacant seat in the Washington State Senate representing the 45th district. The seat was left vacant after the death of incumbent Andy Hill in October 2016. Dino Rossi, a former candidate for U.S. Senate in 2010 and for governor in 2004 and 2008, was appointed to fill the seat until the election. He announced that he would not run for the seat. The election was then contested between Manka Dhingra of the Democratic Party and Jinyoung Lee Englund of the Republican Party, who advanced as the top two finishers in the August primary.
