Virginia's 1st House of Delegates district is one of 100 seats in the Virginia House of Delegates, the lower house of the state's bicameral legislature. District 1 represents the city of Norton and portions of Lee, Scott, and Wise counties. The Virginia House of Delegates is one of the two parts of the Virginia General Assembly, the other being the Senate of Virginia. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The House is presided over by the Speaker of the House, who is elected from among the House membership by the Delegates. The Speaker is usually a member of the majority party and, as Speaker, becomes the most powerful member of the House. The House shares legislative power with the Senate of Virginia, the upper house of the Virginia General Assembly. Norton, Virginia
Norton is an independent city in the Commonwealth of Virginia, located in the far western tip of the state in Wise County, Virginia. As of the 2020 census, the population was 3,687, making it the least populous city in Virginia. The Bureau of Economic Analysis combines the city of Norton with surrounding Wise County for statistical purposes. History The settlement was originally known as "Prince's Flats," but in a bid to convince the Louisville and Nashville Railroad to build a depot there, the town was renamed after the then-current head of the railroad, Eckstein Norton. Norton was located on the Wilderness Trail, which had been blazed by Daniel Boone, and later extensively mapped and settled by Christopher Gist. Lee County is the westernmost county in the U.S. Commonwealth of Virginia. As of the 2020 census, the population was 22,173. Its county seat is Jonesville. History The area of far western Virginia and eastern Kentucky supported large Archaic Native American populations. Scott County is a county located in the southwestern part of the U.S. state of Virginia. As of the 2020 census, the population was 21,576. Its county seat is Gate City. Scott County was formed by an act of the General Assembly on November 24, 1814, from parts of Washington, Lee, and Russell Counties and was named for Virginia born General Winfield Scott. Wise County, Virginia
Wise County is a county located in the U.S. state of Virginia. The county was formed in 1856 from Lee, Scott, and Russell Counties and named for Henry A. Wise, who was the Governor of Virginia at the time. History The Cherokee conquered the area including Wise from the Xualae between 1671 and 1685. It was later contested by the Six Nations and the Shawnee. Cherokee and Shawnee hunting parties fought a protracted battle at the headwaters of the Clinch River for two days in the summer of 1786, a victory for the Cherokee although losses were heavy on both sides. The first white explorers to reach present-day Wise county are said to have been Thomas Walker and Christopher Gist, both in 1750. The Virginia House of Delegates election of 2017 was held on Tuesday, November 7. All 100 seats in the Virginia House of Delegates were contested. The Republican Party held a 66–34 majority in the House of Delegates before the election but lost 15 seats to the Democratic Party, resulting in the Republicans holding a 50–49 advantage. After a recount, the result of the election in the 94th district was called a tie. The candidate to hold the seat was determined by random drawing on January 4, 2018, which resulted in the Republicans holding a 51–49 majority. The election was marred by electoral irregularities, such as robocalls falsely telling voters their polling places had changed and voters being assigned to the wrong district. These irregularities led to lawsuits and a delay in the certification of the election results.
