Utah Territory's at-large congressional district is an obsolete congressional district that encompassed the area of the Utah Territory. List of delegates representing the district On September 9, 1850, an act of Congress gave Utah Territory the authority to elect a congressional delegate, though the first delegate did not take his seat until 1851. Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. Non-voting members may vote in a House committee of which they are a member and introduce legislation. The 1884 United States House of Representatives elections, coincided with the election of President Grover Cleveland. In spite of Cleveland's victory, the opposition Republican Party gained back some of the seats lost in 1882, but the Democratic Party retained a majority in the House. Republicans were able to make these slight gains by connecting their pro-business and industry message with progress. The Democrats were also hindered by the Panic of 1884, but were not greatly affected by it since the depression ended quickly. 1882 Utah Territory's At-large Congressional District Special Election
The 1882 United States House of Representatives elections were held during President Chester A. Arthur's term. Arthur's Republican Party was badly defeated, losing its majority to the opposition Democratic Party after a campaign that focused on the resistance of Republican leaders to reforming the Spoils system under which government jobs were handed to supporters of winning candidates. After the election, Arthur agreed with the Democrats to pass the Pendleton Civil Service Reform Act, establishing a professional civil service. However, his actions were too late, as the image of the Republican Party as corrupt was already engrained in the minds of voters. This election also saw the decline of the pro-paper money Greenback Party, and the pick up of several Virginian seats by the Readjuster Party which promoted fiscal responsibility and shunned elitism, though the Virginia-based Readjuster Party all but disappeared following this election. John Thomas Caine
John Thomas Caine (January 8, 1829 – September 20, 1911) was a delegate to the United States House of Representatives from the Territory of Utah. Biography Born in the parish of Patrick, Isle of Man, Caine attended the common schools in Douglas, Isle of Man. Caine immigrated to the United States in 1846 and lived in New York City until 1848, when he went to St. Louis. He converted to the Church of Jesus Christ of Latter-day Saints (LDS Church) in New York City in March 1847. On the 22nd of October, he married Margaret Nightingale. Caine settled in the Territory of Utah in 1852 and taught school. He served as secretary of the territorial council during the sessions of 1856, 1857, 1859, and 1860. He was one of the founders of the ''Salt Lake Herald'' in 1870, serving as managing editor and president. He served as delegate to the Utah constitutional conventions in 1872 and 1882. George Quayle Cannon
George Quayle Cannon (January 11, 1827 – April 12, 1901) was an early member of the Quorum of the Twelve Apostles of the Church of Jesus Christ of Latter-day Saints (LDS Church), and served in the First Presidency under four successive presidents of the church: Brigham Young, John Taylor, Wilford Woodruff, and Lorenzo Snow. He was the church's chief political strategist, and was dubbed "the Mormon premier" and "the Mormon Richelieu" by the press. He was also a five-time Utah territorial delegate to the U.S. Congress.
