Tariff Of 1857
The Tariff of 1857 was a major tax reduction in the United States that amended the Walker Tariff of 1846 by lowering rates to between 15% and 24%. The Tariff of 1857 was developed in response to a federal budget surplus in the mid-1850s. The first version was authored by Representative Lewis D. Walker Tariff
The Walker Tariff was a set of tariff rates adopted by the United States in 1846. Enacted by the Democrats, it made substantial cuts in the high rates of the " Black Tariff" of 1842, enacted by the Whigs. It was based on a report by Secretary of the Treasury Robert J. Walker. The Walker Tariff reduced tariff rates from 32% to 25%. Coinciding with Britain's repeal of the Corn Laws, it led to an increase in trade and was one of the lowest tariffs in American history. Adoption Democrat James Polk was elected President in 1844 over Henry Clay, a Whig who advocated a high tariff. President Polk declared that reduction of the "Black Tariff" would be the first of the "four great measures" that would define his administration. He directed Walker to work out the details. Robert Mercer Taliaferro Hunter
Robert Mercer Taliaferro Hunter (April 21, 1809 – July 18, 1887) was an American lawyer, politician and planter. He was a U.S. representative (1837–1843, 1845–1847), speaker of the House (1839–1841), and U.S. senator (1847–1861). During the American Civil War, Hunter became the Confederate States Secretary of State (1861–1862) and then a Confederate senator (1862–1865) and critic of President Jefferson Davis. After the war, Hunter failed to win re-election to the U.S. Senate, but did serve as the treasurer of Virginia (1874–1880) before retiring to his farm. After fellow Democrat Grover Cleveland was elected President of the United States in 1884, Hunter became the customs collector for the port of Tappahannock until his death. Panic Of 1857
The Panic of 1857 was a financial panic in the United States caused by the declining international economy and over-expansion of the domestic economy. Because of the invention of the telegraph by Samuel F. Morse in 1844, the Panic of 1857 was the first financial crisis to spread rapidly throughout the United States. The world economy was also more interconnected by the 1850s, which also made the Panic of 1857 the first worldwide economic crisis. In Britain, the Palmerston government circumvented the requirements of the Bank Charter Act 1844, which required gold and silver reserves to back up the amount of money in circulation. Surfacing news of this circumvention set off the Panic in Britain. Beginning in September 1857, the financial downturn did not last long, but a proper recovery was not seen until the onset of the American Civil War in 1861.
