Title 40 is a part of the United States Code of Federal Regulations. Title 40 arranges mainly environmental regulations that were promulgated by the US Environmental Protection Agency (EPA), based on the provisions of United States laws (statutes of the U.S. Federal Code). In the law of the United States, the ''Code of Federal Regulations'' (''CFR'') is the codification of the general and permanent regulatory law, regulations promulgated by the executive departments and agencies of the federal government of the United States. Section 608
Section 608 (together with Section 609, which covers motor vehicles) of the Clean Air Act serves as the main form of occupational licensure for technicians in the heating, ventilation, and air conditioning (HVAC) industry in the United States. The law requires that all persons who maintain, service, repair or dispose of appliances that contain regulated refrigerants be certified in proper refrigerant handling techniques. The regulatory program helps to minimize the release of refrigerants, and in particular ozone depleting refrigerants such as chlorofluorocarbons and hydrofluorocarbons, as well as other regulated refrigerants as determined by Section 612. Emissions trading is a market-oriented approach to controlling pollution by providing economic incentives for reducing the emissions of pollutants. The concept is also known as cap and trade (CAT) or emissions trading scheme (ETS).
