States' Rights To Medical Marijuana Act
The Medical Marijuana Patient Protection Act of 2008, also known as , was a bill repeatedly introduced in the United States House of Representatives since 2001, most recently on April 17, 2008, by Ron Paul, M.D. ( R- TX), Barney Frank ( D- MA), Dana Rohrabacher ( R- CA), Maurice Hinchey ( D- NY), and Sam Farr ( D- CA). It seeks to enact legal protections for authorized medical marijuana patients, in the House of Representatives. It was introduced along with HR 5843, or Personal Use of Marijuana by Responsible Adults Act of 2008. Currently, 13 states—Alaska, California, Colorado, Hawaii, Maine, Michigan, Montana, Nevada, New Mexico, Oregon, Rhode Island, Vermont and Washington—have enacted laws protecting medical marijuana patients from state prosecution, but they are not recognized federally, and, thus, federal raids are still possible on state-legal institutions of cannabis growing and distribution. The National Organization for the Reform of Marijuana Laws (NORML ) is a social welfare organization based in Washington, D.C., that advocates for the reform of marijuana laws in the United States regarding both medical and non-medical use. According to their website, NORML supports "the removal of all penalties for the private possession and responsible use of marijuana by adults, including cultivation for personal use, and casual nonprofit transfers of small amounts" and advocates for "the creation of a legal and regulatory framework for marijuana's production and retail sale to adults". Medical cannabis, or medical marijuana (MMJ), is cannabis and cannabinoids that are prescribed by physicians for their patients. Maurice Dunlea Hinchey (October 27, 1938 – November 22, 2017) was an American politician who served as a U.S. Representative from New York and was a member of the Democratic Party.
