A rural municipality is created by the Minister of Municipal Relations by ministerial order via section 49 of ''The Municipalities Act''. Alticane is an unincorporated community in the Rural Municipality of Douglas No. 436, Saskatchewan, Canada, located at 52° 54' 18.0" N, 107° 29' 02.4" W, at an elevation of 710 meters. Alticane was established in 1928 on the new Canadian National Railway branch line that ran between Speers and Mayfair Mayfair is an affluent area in the West End of London towards the eastern edge of Hyde Park, in the City of Westminster, between Oxford Street, Regent Street, Piccadilly and Park Lane. Richard ( 2016 population: ) is a village in the Canadian province of Saskatchewan within the Rural Municipality of Douglas No. 436 and Census Division No. 16. It is approximately east of the City of North Battleford. History Richard was founded in 1900 by Emile Richard. He was born in 1860, and died in Montreal in 1942. He moved out of Richard, Saskatchewan when the Richard House "Acadia" burnt down in 1935. The Richard post office was established in 1904. Richard incorporated as a village on October 11, 1916.
