Review Of The Labour Party In Scotland
The Murphy and Boyack review was a report compiled by Jim Murphy and Sarah Boyack on the future structure of the Labour Party in Scotland, in response to the landslide victory by the Scottish National Party in the 2011 Scottish Parliament election. The report was presented to party leader Ed Miliband in the autumn of 2011, and was subject to approval by the British Labour Party Conference. The stated aim of the root and branch review was "to achieve an effective, modern Scottish Labour Party, better able to earn the trust of, and deliver for, the people of Scotland." CLPs had until 9 September to submit final submissions to the review. Jim Murphy
James Francis Murphy (born 23 August 1967) is a Scottish former politician who served as Leader of the Scottish Labour Party from 2014 to 2015 and Secretary of State for Scotland from 2008 to 2010. He was Member of Parliament (MP) for East Renfrewshire, formerly Eastwood, from 1997 to 2015. He identifies as a social democrat and has expressed support for a foreign policy of Western interventionism. He has been described as being on the political right of the Labour Party. Born in Glasgow, Murphy's family moved to South Africa in 1980. After returning to Scotland, he became involved in student politics and became Scotland's youngest MP at the age of 29. Member of the Scottish Parliament (MSP; gd, Ball Pàrlamaid na h-Alba, BPA; sco, Memmer o the Scots Pairliament, MSP) is the title given to any one of the 129 individuals elected to serve in the Scottish Parliament. COSLA
The Convention of Scottish Local Authorities (COSLA) is the national association of Scottish councils and acts as an employers' association for its 32 member authorities. History Formed in 1975, COSLA exists to promote and protect the interests of the country's councils by providing a forum for discussion of matters of common concern. COSLA ascertains the views of member councils and communicates these to central government, other bodies and the public. It is the successor to the Convention of Royal Burghs, an organisation which dated back to the 12th Century, but was dissolved after the local government changes of the 1970s. Scottish Parliament Constituencies And Regions
The Scottish Parliament ( Holyrood), created by the Scotland Act 1998, has used a system of constituencies and electoral regions since the first general election in 1999. The parliament has 73 constituencies, each electing one Member of the Scottish Parliament (MSP) by the plurality (first past the post) system of voting, and eight additional member regions, each electing seven additional MSPs. Each region is a group of constituencies, and the D'Hondt method of allocating additional member seats from party lists is used to produce a form of proportional representation for each region. Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government.
