From January 29 to June 4, 1996, voters of the Republican Party chose its nominee for president in the 1996 United States presidential election. Senator Bob Dole of Kansas, the former Senate majority leader, was selected as the nominee through a series of primary elections and caucuses culminating in the 1996 Republican National Convention held from August 12 to 15, 1996, in San Diego, California; Dole resigned from the Senate in June 1996 once he became the presumptive nominee to concentrate on his presidential campaign. A flat tax (short for flat-rate tax) is a tax with a single rate on the taxable amount, after accounting for any deductions or exemptions from the tax base. It is not necessarily a fully proportional tax. Implementations are often progressive due to exemptions, or regressive in case of a maximum taxable amount. There are various tax systems that are labeled "flat tax" even though they are significantly different. The defining characteristic is the existence of only one tax rate other than zero, as opposed to multiple non-zero rates that vary depending on the amount subject to taxation. The 1992 United States presidential election was the 52nd quadrennial presidential election, held on Tuesday, November 3, 1992. Arlen Specter (February 12, 1930 – October 14, 2012) was an American lawyer, author and politician who served as a United States Senator from Pennsylvania from 1981 to 2011. Specter was a Democrat from 1951 to 1965, then a Republican from 1965 until 2009, when he switched back to the Democratic Party. First elected in 1980, he is the longest-serving senator from Pennsylvania, having represented the state for 30 years. William Philip Gramm (born July 8, 1942) is an American economist and politician who represented Texas in both chambers of Congress. Though he began his political career as a Democrat, Gramm switched to the Republican Party in 1983. Gramm was an unsuccessful candidate in the 1996 Republican Party presidential primaries against eventual nominee Bob Dole.
