Redistricting in Ohio is the process by which boundaries are redrawn for federal congressional and state legislative districts. It has historically been highly controversial. Critics have accused legislators of attempting to protect themselves from competition by gerrymandering districts. Gerrymandering, ( , originally ) defined in the contexts of Representative democracy, representative electoral systems, is the political manipulation of Boundary delimitation, electoral district boundaries to advantage a Political party, party, group, or socioeconomic class within the constituency. The manipulation may involve "cracking" (diluting the voting power of the opposing party's supporters across many districts) or "packing" (concentrating the opposing party's voting power in one district to reduce their voting power in other districts). Gerrymandering can also be used to protect incumbents. 2024 Ohio Issue 1
The 2024 Ohio redistricting commission initiative was a citizen-initiated constitutional amendment, Issue 1 on the ballot, that was defeated 53.7% to 46.3% in the 2024 United States presidential election in Ohio, November 2024 election. If passed, the amendment would have replaced the existing politician-led Ohio Redistricting Commission with a 15-member commission of Ohio citizens selected from a pool by a panel of retired judges, to redraw List of United States congressional districts, congressional and legislative districts. Ohio Ballot Board
The Ohio Ballot Board is a committee that writes the official wording of ballot questions submitted statewide to voters in Ohio. The board consists of the Ohio Secretary of State and four appointed members, no more than two of whom shall be from the same party. One is appointed by the President of the Ohio State Senate, one by the minority leader of the Ohio State Senate, one by the Speaker of the Ohio House of Representatives, and one by the minority leader of the Ohio House. Members hold four-year appointments. A vacancy is filled in the same manner as the original appointment and must be filled with a person from the same party as the former member. The Secretary of State is the chairman and has the same vote as each of the other members. Three members of the board are a quorum. Maureen O'Connor
Maureen O'Connor (born August 7, 1951) is an American lawyer and judge who served as the chief justice of the Ohio Supreme Court from 2011 to 2022. She was elected to the court in 2002, becoming chief justice in 2010. She was the first woman to lead the Ohio Supreme Court and the longest serving woman elected statewide in Ohio's History. Prior to this, O'Connor served as an associate justice of the Ohio Supreme Court and as the 61st lieutenant governor of Ohio, serving under Governor Bob Taft. She is a Republican. Education and experience O'Connor earned a bachelor's degree at Seton Hill University, Greensburg, Pennsylvania in 1973 and a Juris Doctor degree at the Cleveland State University College of Law in 1980. The 2020 United States redistricting cycle is in progress following the completion of the 2020 United States census. In all fifty states, various bodies are re-drawing state legislative districts. States that are apportioned more than one seat in the United States House of Representatives are also drawing new districts for that legislative body. The rules for redistricting vary from state to state, but all states draw new legislative and congressional maps either in the state legislature, in redistricting commissions, or through some combination of the state legislature and a redistricting commission. Ohio Apportionment Board
The Ohio Apportionment Board was an administrative body which drew the single-member legislative districts for the Ohio General Assembly every ten years following the census from 1851 to 2011. Each of the 33 senate districts is composed of three contiguous of the 99 house of representatives district.
