Parliamentary Secretary To The Ministry Of Health
The Parliamentary Secretary to the Ministry of Health was a junior ministerial office in the United Kingdom Government. The Ministry of Health was created in 1919 as a reconstruction of the Local Government Board. Local government functions were eventually transferred to the Minister of Housing and Local Government, leaving the Health Ministry in charge of Health proper. From 1968 it was amalgamated with the Ministry of Social Security under the Secretary of State for Social Services, until a demerger of the Department of Health and Social Security on 25 July 1988. The office became the Parliamentary Under-Secretary of State for Health and Social Security. Local Government Board
The Local Government Board (LGB) was a British Government supervisory body overseeing local administration in England and Wales from 1871 to 1919. The LGB was created by the Local Government Board Act 1871 (C. 70) and took over the public health and local government responsibilities of the Home Secretary and the Privy Council and all the functions of the Poor Law Board, which was abolished. In 1919 the LGB was converted into a new department called the Ministry of Health. Membership The board was headed by a president, appointed by and serving at the pleasure of the British monarch. The president was permitted to hold a seat and vote in the House of Commons, and the position was generally held by a cabinet minister. In addition the board had a number of ''ex officio'' members consisting of the Lord President of the Council, the Principal Secretaries of State, the Lord Privy Seal and the Chancellor of the Exchequer. Sir Hamilton William Kerr, 1st Baronet (1 August 1903 – 26 December 1974) was a British Conservative Party politician and journalist. Early life Kerr was born on 1 August 1903. He was second son born to Americans Olive ( née Grace) Kerr and banker Henry Scanlan Kerr of Long Island. After his father's death, his mother remarried to Charles Greville, shortly thereafter the 3rd Baron Greville. His older brother was Henry Grace Kerr, who was killed in France during World War I. His paternal grandparents were William Henry Kerr and Harriet Ellen (née Scanlan) Kerr. His mother was a niece of Michael P. Grace and Mayor William Russell Grace, founder of W. R. Grace and Company. Julian Snow, Baron Burntwood
Julian Ward Snow, Baron Burntwood (24 February 1910 – 24 January 1982) was a British Labour Party politician. He was a Member of Parliament for Portsmouth Central from 1945. When that constituency was abolished he represented Lichfield and Tamworth from 1950 until stepping down at the 1970 general election, when his seat was won for the Conservatives by James d'Avigdor-Goldsmid. After his retirement he was created a life peer on 21 September 1970 as Baron Burntwood, ''of Burntwood in the County of Stafford''. During his time as an MP, Snow also served as Parliamentary Secretary to the Ministry of Health. Peter Francis Walter Kerr, 12th Marquess of Lothian, (8 September 1922 – 11 October 2004) was a British peer, politician and landowner. He was the son of Captain Andrew William Kerr by his wife, Marie Kerr. Both of his parents were male-line descendants of William Kerr, 5th Marquess of Lothian. Dame Edith Maud Pitt, (14 October 1906 – 27 January 1966) was a British Conservative Party MP for the Birmingham Edgbaston seat. Sir Richard Hilton Marler Thompson, 1st Baronet (5 October 1912 – 15 July 1999) was a British Conservative politician. Thompson was born in Chesterfield Derbyshire, the son of Richard South Thompson (1868–1952) and Kathleen Hilda née Marler (d. 1916). He was educated at Malvern College and in India, Burma and Sri Lanka and worked in Calcutta and the Far East in business.
