The United States West Coast cities of Seattle, Washington and Portland, Oregon have a city rivalry going back over a century. According to various authors, the Portland–Seattle city rivalry is comparable to that of Charlotte and Atlanta, Cincinnati and Columbus, Cleveland and Pittsburgh, San Antonio and Austin, St. Louis and Chicago, or San Francisco and Los Angeles. Portland Thorns FC is an American professional Association football, soccer team based in Portland, Oregon, that competes in the National Women's Soccer League (NWSL). Established in 2012, the team began play in 2013 in the then-eight-team NWSL, which received support from the United States Soccer Federation (USSF). Cannabis tourism in the United States is a form of drug tourism that exists in recreationally legal cannabis states. As of May 2023, 23 states, Washington, D.C., and Guam have legalized recreational cannabis. In 2014, the travel guide Fodors published a "how to" for cannabis tourists in Washington state. The official Washington tourism website has a FAQ section for cannabis tourism. In 2013, prior to legalization, the Washington State Liquor Control Board (now the Washington State Liquor and Cannabis Board) commissioned a study of cannabis legalization on the state, including the impact of tourism. The study, written by Carnegie Mellon University researchers, estimated over 400,000 new visits a year to the state. Oregon Ballot Measure 91 was a 2014 ballot measure in the U.S. state of Oregon. Its passage legalized the "recreational use of marijuana, based on regulation and taxation to be determined by the Oregon Liquor Control Commission". Measure 91 was the third initiative seeking to legalize marijuana for recreational use in Oregon; previous measures were 1986's Measure 5 and 2012's Measure 80 while medical use of marijuana was legalized in Oregon in 1998. Washington Initiative 502 (I-502) "on marijuana reform" was an Initiatives and referendums in the United States, initiative to the Washington State Legislature, which appeared on the November 2012 general ballot, passing by a margin of approximately 56 to 44 percent. Originally submitted to the Secretary of State of Washington, Washington Secretary of State during the summer of 2011, enough signatures were collected and submitted by December to meet the required 241,153 signatures, sending it to the legislature.
