People's Congress Party
The People's Congress Party was a political party in Solomon Islands. It was founded by outgoing deputy Prime Minister Fred Fono during the campaign for the 2010 general election. Upon first announcing the priorities of the party, Fono stated its focus would be on "anti-corruption measures, such as reforming the controversial rural constituency development funds, and on creating jobs for Solomon Islanders". During the campaign, he said that it would "treat infrastructure as its priority", such as the development of roads in the country. He pointed to his own Central Kwara'ae constituency, arguing that he had achieved an improvement in water supplies and health care services. The party would also "create incentives to stimulate economic activities in the rural areas", with an aim to "double the export of cocoa, copra, fish and sawn timber". 2010 Solomon Islands General Election
General elections were held in the Solomon Islands on 4 August 2010. The election date was announced in May 2010 by Prime Minister Derek Sikua. Although the announcement was deemed to be premature, as only the Governor General has the authority to announce the election date upon the advice of the Electoral Commission, the election date remained the same. Candidates There were a total of 509 candidates, including 25 women. Results The event was overseen by international election observers connected with the United Nations International Election Observation Coordination Team. The elections were described as peaceful, although strong concerns were expressed about voter registration irregularities. 25 incumbents were returned and 25 were replaced (including three seats where the incumbent chose not to recontest and one seat that was vacant due to the death of Edward Huni'ehu). Central Kwara'ae
Central Kwara'ae is a parliamentary constituency electing one representative to the National Parliament of Solomon Islands. It had a registered electorate of 8,977 in 2006, and 9,955 in 2010. It is one of fourteen constituencies in Malaita Province. The constituency was established for the Fifth Parliament in 1993, and its first MP was Alfred Maetia. Fred Fono won the seat in 1997, and was twice re-elected, ultimately becoming deputy Prime Minister in 2007. He stood for a fourth term in 2010, but was unseated by political newcomer and independent candidate Jackson Fiulaua, in what was described as "the major upset" of the election. This article lists political parties in Solomon Islands. Solomon Islands have a multi-party system with numerous political parties. Political culture In most elections, no one party has won an absolute majority of seats and so usually parties must work with each other to form coalition governments. The one exception is the 1989 election, when the People's Alliance Party (PAP) led by Solomon Mamaloni did win an absolute majority. However, in late 1990, Mamaloni broke away from the PAP and continued ruling in a coalition government until the 1993 election. Many parties are established immediately prior to an election and most are very short-lived. Some will achieve no parliamentary representation and dissolve within a year. Others will achieve parliamentary representation but, having served their purpose, are then discarded.
