Executive oversight of United States covert operations has been carried out by a series of sub-committees of the National Security Council (NSC). Birth of covert operations in the Cold War At the beginning of the Cold War, it was not inevitable that covert operations would become the dominion of the Central Intelligence Agency (CIA). The National Security Act of 1947 did not explicitly authorize the CIA to conduct covert operations, although Section 102(d)(5) was sufficiently vague to permit abuse. At the very first meetings of the NSC in late 1947, the perceived necessity to "stem the flow of communism" in Western Europe—particularly Italy—by overt and covert "psychological warfare" forced the issue. The Joint Chiefs of Staff (JCS) is the body of the most senior uniformed leaders within the United States Department of Defense, which advises the president of the United States, the secretary of defense, the Homeland Security Council and the National Security Council on military matters. The composition of the Joint Chiefs of Staff is defined by statute and consists of a chairman (CJCS), a vice chairman (VJCS), the chiefs of the Army, Marine Corps, Navy, Air Force, and Space Force, and the chief of the National Guard Bureau. Espionage, spying, or intelligence gathering, as a subfield of the intelligence field, is the act of obtaining secret or confidential information ( intelligence). A person who commits espionage on a mission-specific contract is called an ''espionage agent'' or ''spy''. Joseph Taggart McNarney (28 August 1893 – 1 February 1972) was a four-star general in the United States Army and in the United States Air Force, who served as Military Governor of occupied Germany. Early life Joseph Taggart McNarney was born on 28 August 1893, in Emporium, Pennsylvania. He graduated from the United States Military Academy in June 1915 (as part of "the class the stars fell on") and was commissioned as a second lieutenant of Infantry. McNarney served with the 21st Infantry at Vancouver Barracks, Washington, and the 37th Infantry at Yuma, Arizona. In July 1916, he became a first lieutenant and began flight training at the Signal Corps Aviation School in San Diego, California. Frank Wisner
Frank Gardiner Wisner (June 23, 1909 – October 29, 1965) was one of the founding officers of the Central Intelligence Agency (CIA) and played a major role in CIA operations throughout the 1950s. Wisner began his intelligence career in the Office of Strategic Services in World War II. After the war, he headed the Office of Policy Coordination (OPC), one of the OSS successor organizations, from 1948 to 1950. In 1950, the OPC was placed under the Central Intelligence Agency and renamed the Directorate of Plans. First headed by Allen Dulles, Wisner succeeded Dulles in 1951 when Dulles was named Director of Central Intelligence. Wisner remained as Deputy Director of Plans (DDP) until September 1958, playing an important role in the early history of the CIA. The Office of Policy Coordination (OPC) was the covert operation wing of the United States Central Intelligence Agency (CIA). Created as a department of the CIA in 1948, it actually operated independently until October 1950. OPC existed until 1 August 1952, when it was merged with the Office of Special Operations (OSO) to form the Directorate of Plans (DDP). The Policy Planning Staff (sometimes referred to as the Policy Planning Council, as the Office of Policy Planning, or by its in-house initialism S/P) is the principal strategic arm of the United States Department of State.
